چگونگي عدالت در ايجاد امنيت اجتماعي از ديدگاه رهبر معظم انقلاب با توجه به حقوق محاذي مردم و نيروي انتظامي

Justice in the development of social security from the supreme leader’s point of view regarding the mutual rights of people and police

از بااهميت­ترين مسأله­هايي كه علم حقوق با آن مواجه مي­باشد، حقوق متقابل بين مردم و نيروي انتظامي است. از يك سو ايجاد امنيت اصلي­ترين وظيفه­ي پليس دولتي و خود دولت مي­باشد و از سوي ديگر يكي از مهم­ترين بخش­هاي پذيرفته شده در كشورهاي متمدن، ايجاد و حفظ آزادي­هاي قانوني و مشروع مردم است. براي ايجاد اين دو چالش، هر كشوري قوانين خاص خود را با توجه به مذهب، سنت و فرهنگ در نظر گرفته است. با توجه به نقش پليس و سازمان امنيتي و انتظامي كشور در زمينه­ي جلوگيري از بروز جرايم، مي­توان پي به اين مهم برد كه پيشگيري هرگونه تلقي اشتباه از رفتار نظام امنيتي و نظامي كشور از اهميت بالايي برخوردار است. هدف از اين پژوهش، ايجاد مطالعاتي در مورد حقوق متقابل مردم و نيروي انتظامي است. روش گردآوري اطلاعات در اين مقاله به صورت پژوهشي- تحليلي مي­باشد. در نهايت مي­توان نتيجه گرفت كه با توجه به رويكرد امنيت اجتماعي، نيروي انتظامي مي­بايست در تمامي جوانب علاوه بر توجه به عوامل جاري، به ايجاد روابط نزديك و صميمانه در تمامي جوانب با مردم بپردازد و بر اين باور تأكيد كند كه ارتباط ميان پليس و امنيت اجتماعي رابطه­اي مستقيم و متأثر از هم مي­باشد.

mutual rights of people and police is among the most significant issues facing the science of law. on one hand, development of security is the main duty of governmental police and the government itself and on the other hand, development and maintenance of people’s legitimate rights is one of the most important accepted issues in developed countries. To have them both, each government or ruling system has passed its own special rules considering their own religion, culture and traditions. That is why it is crucially important to have the right understanding of the security forces’ behavior. Data collection method in this study was of a descriptive-analytical nature and the results suggested that due to the social security approach of the police, and considering all the current issues, police must try to have a close relationship with people in all aspects because it seems that there is a direct relationship between social security and police.
