Application of Multi - Criteria Fuzzy Decision - Makin; Model for the Selection of An Appropriate Mode of Foreign Investment in Upstream Activities in Pertolcum Industry in the Islamic Republic of Iran

In the first part of this paper, in order to select the most appropriate mode of foreign investment a multi-criteria fuzzy decision - making a model has been presented which is based on the concepts of fuzzy set theory. the contemplative principles of group dicision-making techniques, and the hierarchical structure analysis. Consequent to the introduction of the components and procedures of the model, two key concepts of linguistic variables and fuzzy numbers have been discussed to represent the dicisionmakerʹs subjective assessments for the decision criteria and the decision alternatives versus the decision criteria along with fuzzy mean operator for aggregate of the expertʹs subjective assessments. In the second part, as a case study. after a thorough review of foreign investment modes and the criteria for deciding over the issue, the fuzzy decision-making model for selection, the most appropriate mode for foreign investment in upstream activities of petroleum industry in Iran was identified. Three separate questionnaires were prepared to collect the relevant fuzzy data. The collected date were then analyzed by the use of SPSS and FDM Softwares. Finally based on the statistical results, it was concluded that the application of each mode of foreign investment in upstream activities of the petroleum industry is dependent on the advantages, limitations and the environment of such application. It was also concluded that a single mode such as "buy-back" can not he prescribed, as the only best model, for the development of the countryʹs petroleum fields.
