نقش حمل‌ونقل در امنيت و توسعۀ پايدار روستايي شرق كشور

The Role of Transportation in Security and Sustainable Rural Development in the East of Iran

حمل‌ونقل نقش مهمي در تحولات اجتماعي دارد و در مناطقي كه دسترسي كمتري به سيستم حمل‌ونقل دارند، تنگناهاي ساختاري زيادي در فرايند توسعۀ اجتماعي به وجود مي‌آيد. در اين راستا عدم تأمين نياز دسترسي به حمل‌ونقل يكي از مهم‌ترين موانع دررسيدن به اهداف توسعۀ پايدار روستايي است. امنيت يك مفهوم چندوجهي است و به همين جهت درباره‌ي معناي آن اختلاف‌نظر زيادي وجود دارد. بدين ترتيب مي‌توان امنيت را به امنيت اقتصادي، سياسي و فرهنگي، محيطي و نظامي تقسيم‌بندي كرد. در حال حاضر مسائلي، مرزهاي شرقي ايران را از سمت خراسان جنوبي تهديد مي‌كند كه مي‌توان به مسئلۀ افغانستان، ناامني و قاچاق مواد مخدر، شرايط پاكستان و ... اشاره كرد؛ اما چرخۀ عظيم حمل‌ونقل، وضعيت امنيت، ظرفيت‌هاي كسب‌وكار، اشتغال، درآمد و انباشت سرمايه‌ي فيزيكي، انساني و اجتماعي و فنّاوري و از همه مهتر توسعۀ پايدار روستايي شرق كشور را تحت تأثير قرار خواهد داد. با توجه به اهميت و وسعت محور ترانزيتي و حمل‌ونقل شرق كشور و نتايجي كه به دنبال دارد، تحقيق حاضر به مطالعۀ امنيت، حمل‌ونقل و توسعۀ پايدار روستايي و نقش آن در توسعۀ محور شرق كشور ازجمله خراسان جنوبي مي‌پردازد.

Transport plays an important role in social change and in areas with less access to the transportation system, there are many structural bottlenecks in the social development process. In this regard, the lack of access to transport is one of the most important obstacles in achieving the objectives of sustainable rural development. Security is a multifaceted concept, so there is much controversy about its meaning. Security can thus be divided into economic, political, cultural, environmental and military security. At present, every issue threatens issues on the eastern borders of Iran, including Southern Khorasan, such as Afghanistan, insecurity and (drug trafficking), conditions in Pakistan and so on. But the massive transport cycle will affect security, business capacities, employment, income and accumulation of physical, human and social capital and technology, and most importantly the sustainable rural development of the country's east. Due to the importance of transit and transportation development in the east of the country and the results that follow, the present study studies security, transportation and sustainable rural development and its role in the development of the eastern axis of the country including Southern Khorasan.
