Crime forgery of documents and the ways of forgery prevention

جعل اسناد و مدارك، از جرايم اصلي سلب اعتماد عمومي و اخلال در نظام اقتصادي كشور و يكي از عوامل مهم ناكارآمدي‌هاي اجتماعي در جامعه به شمار مي‌رود كه مي‌تواند بر امنيت عمومي كشور تأثيرات منفي بگذارد. از آنجايي كه با پيشرفت علم و دانش، ابزارها و وسايل تغيير و تحريف در اسناد بيشتر در اختيار جاعلان اسناد قرار دارد، ضرورت دارد كه متقابلاً با به كار‌گيري تجهيزات و روش‌هاي علمي، جهت تشخيص و شناسايي اسناد مجعول گام برداشت. اين پژوهش از نظر نوع و هدف، كاربردي و از نظر ماهيت روش توصيفي- تحليلي بود. تدوين ادبيات موضوع و مباحث نظري از روش‌هاي كتابخانه‌اي و مطالعه متون، مقالات، كتب و منابع مربوطه جمع آوري شد. نتايج اين تحقيق نشان داد كه جرم جعل كه نردباني براي دستيابي به ساير جرايم تلقي مي‌شود، شديداً نيازمند به‌كارگيري پتانسيل‌هاي علمي موجود روز دنيا به عنوان ابزار اصلي مبارزه با آن مي‌باشد. براي موفقيت در اين مأموريت مهم، ابتدا بايد با استفاده از شاخص‌هاي امنيتي لازم، اوراق بهادار ايمن توليد كرد. سپس در صورت وقوع جعل، با به‌كارگيري فناوري‌هاي نوين، نسبت به جرم يابي و كشف اسناد جعلي و دستگيري جاعلين اقدام نمود.

The forgery of documents is one of the main crimes of denial of public trust and disruption of the economic system and it is one of the major factors of social inefficiency in the community which can negatively affect public security in the country. Since with the advancement of science and knowledge, instruments and instruments of alteration and distortion of documents are in the hands of the perpetrators of documents, it is imperative to identify the unfounded documents using the equipment and methods of scientific research. This research in terms of type and purpose was applied and in terms of the nature was the descriptive-analytical method. The compilation of the subject literature and theoretical discussions of library methods and the study of texts, articles, books and related resources were collected.The results of this study showed that the crime of forging that is considered as the ladder of other crimes, it is highly necessary to use the available scientific potential of the world as this is the main tool for fighting it. To succeed in this important mission, it is necessary to create safe securities using the necessary security indices, then, in the event of forgery, using new technologies, to criminalize and detect fake documents and arresting forgers.
