يكي از مهم ترين چالش هاي فراروي استان گيلان، روندهاي گسترده مهاجرت است كه چالش هاي اجتماعي، فرهنگي، اقتصادي و جرم شناختي بسياري را پديد آورده است. از ميان رفتن يكپارچگي هاي جمعيتي و چالش هاي مديريت شهري همانند چالش هاي ترافيكي در استان گيلان، از چشم انداز چالش هاي اجتماعي داراي اهميت هستند. اختلاف در نگرش هاي فرهنگي و نيز تعارضات فرهنگي مهاجران و بوميان استان گيلان نيز به عنوان مهم ترين چالش هاي فرهنگي برخاسته از مهاجرت به استان گيلان شناخته مي شوند. شكاف آشكار اقتصادي و نيز كژكاركردها و جرايم متقلبانه اقتصادي نيز برخي از چالش هاي اقتصادي برآمده از مهاجرت به استان گيلان است. از چشم انداز جرم شناختي نيز انتقال الگوهاي مجرمانه در مناطق مهاجرنشين استان گيلان همراه با جرايم ناشي از حضور مهاجران به عنوان چالش هاي مهم مهاجرت به استان گيلان شناخته مي شود. بحران آب و خشكسالي در نواحي مركزي و نيمه جنوبي ايران، دگرگوني هاتي اقليمي و نيز سبك زندگي تجملي در شمار مهم ترين علل مهاجرت به استان گيلان است. مديريت اين چالش مهم و چندگانه در كشورمان هم كيفري و هم فراكيفري است و سازه‌هاي نظام عدالت كيفري همانند پليس نقش مهمي در آن دارند. اين نوشتار كه با روش توصيفي-تحليلي و با بهره گيري از منابع دسته اول پژوهشي نگاشته شده، دريافته است كه مديريت مناسب پديده مهاجرت به استان گيلان مي تواند از پيامدهاي زيانبار پيش گفته آن بكاهد كه اين آرمان مهم نيز تنها در پرتو مديريت مناسب آن به دست مي آيد.

One of the most important challenges facing Guilan province is the widespread migration process that has created many social, cultural, economic and criminological challenges. Understanding demographic integration and urban management challenges as well as traffic challenges in Guilan province are important from the perspective of social challenges. Differences in cultural attitudes as well as cultural conflicts among immigrants and natives of Guilan province are also identified as the most important cultural challenges arising from migration to Guilan province. The apparent economic rift as well as fraud and other economic crimes are some of the economic challenges posed by immigration to Guilan province. From a forensic perspective, the transfer of criminal patterns in the migrant areas of Guilan province along with the crimes caused by the presence of immigrants are identified as important challenges for immigration to Guilan province. The water and drought crisis in central and southern parts of Iran, climate change and the luxurious lifestyle are among the most important causes of migration to Guilan province. Managing this important and multifaceted challenge in our country is both criminal and trans-criminal, and the structures of the criminal justice system, like the police, have an important role to play. Written in a descriptive-analytical manner and utilizing first-class research resources, this paper has found that proper management of the migration phenomenon to Guilan province can mitigate the foreseeable consequences that this important cause is only in the light of. Proper management is achieved.
