چكيده فارسي :
ايجاد امنيت در جامعه از مهم‌ترين موضوع‌هاي امروز دنياست كه در تمامي كشورها وظيفة ايجاد آن بر عهدة پليس مي‌باشد. حال پليس مي‌تواند اين كار را با برخورد و يا پيشگيري از وقوع جرم انجام دهد. توجه به پديدة جرم و آمارهاي مربوط به آن در جهان نشان مي‌دهد مسئلة آسيب‌هاي اجتماعي، بزهكاري و افزايش جرم پديده‌اي جهاني است كه همة كشورهاي جهان به نوعي با آن درگير هستند. از اين رو، دنياي كنوني به‌شدت نيازمند عزمي راسخ و تلاشي فراگير براي كاهش فرصت‌ها و كم‌رنگ كردن انگيزه‌هاي مجرمانه در افراد است تا به اين‌وسيله بتواند تا حدي از شدت بزهكاري و جرم در جامعه بكاهد. البته اين موضوع مستلزم اقدام‌هاي پيشگيرانه از جرم است.
سرقت از جمله جرم‌هايي است كه با تشكيل جامعة بشري و تحقق مالكيت خصوصي به‌وجود آمده و در طول تاريخ به‌عنوان پديدة اجتماعي مجرمانه مورد تنفر و انزجار عموم بوده است. در اين مقاله تلاش گرديد به موضوع جرم سرقت و تجزيه و تحليل انواع سرقت تعزيري و حدي برابر قانون و شرايط لازم آن توجه شود و عنصرها و ركن‌هاي قانوني جرم سرقت را از نظر حقوق ايران بررسي گردد. و به اين نكته توجه داده شود كه بعد از شناخت علت‌ها و انگيزه‌ها بايد به درمان ريشه‌اي پرداخت. در انتهاي مقاله نيز به روش‌هاي مورد استفاده در پليس براي پيشگيري از جرم سرقت اشاره گرديد
چكيده لاتين :
Providing security in a society is the most important issues in today's world and in all over the world this is the duty of the police. The police can do this either by confronting or by preventing from the crime to be happening. Attention to crimes and the statistics in this relation in the world show that the issue of social problems, criminology and increasing crimes are global phenomena and all countries are more or less involve with it. Therefore the world now is seriously in need of an effort for decreasing opportunities and incentives for crimes in the people. That is to reduce the crimes in the society and off course this needs prevention acts for crimes incentives.
Rubbery is one of the crimes which its history goes back to the existing of human communities and personal ownership and during the history has been a crime act and was hated by the public. In this paper it is tried to review the rubbery crime and analyze different types of rubbery and also Iran regulations in this regard. By reviewing and analyzing the causes and incentives it should considered the radical treatments for such crimes. At the end of the paper the methods used by the Iranian police on rubbery crime prevention are mentioned.
