بررسي تأثير فرهنگ شهروندي بر امنيت مناطق تفرجگاهي

An investigation of citizenship culture’s effect on the security of recreational places

فرهنگ از جمله مؤلفه‌هاي ديدگاه جامعه‌شناسي است كه از طريق ارتقاي آن در بين شهروندان يك جامعه مي‌توان بسياري از مشكلات موجود در جامعه را حل كرد. از ديدگاه بسياري از كارشناسان رفتار گردشگران در تفرجگاه‌ها تحت تأثير الگوهاي رفتار فرهنگي و اجتماعي قرار دارد؛ بنابراين مي‌توان گفت كه براي تنظيم الگوهاي رفتار گردشگران بايد از قواعد اجتماعي همان جامعه استفاده كرد. شهروندي، اصلي است كه بر روابط دولت و جامعه نظارت مي‌كند. با اين كه شهروندي اعتبار افراد را در جامعه مشخص مي‌كند، اما هم‌زمان بر بسترهاي اجتماعي كه فرد در آن‌ها رفتار مي‌كند نيز تأكيد دارد؛ به بيان ديگر شهروندي پيوندهاي ميان فرد و جامعه را در قالب حقوق، تعهدها و مسئوليت‌ها منعكس مي‌سازد و چارچوبي براي تعامل افراد، گروه‌ها و نهادها ارائه مي‌كند. تفريح و گردشگري يكي از نيازهاي اصلي انسان امروزي است. از طرفي اين صنعت به دليل درآمدزا بودن مورد توجه بسياري قرار گرفته است. جذب درآمدهاي اقتصادي ناشي از توسعه‌ي اين صنعت منوط به وجود امنيت و آرامش است. بديهي است چنانچه منطقه از امنيت و ثبات برخوردار باشد، زمينه‌هاي لازم براي توسعه‌ي صنعت گردشگري فراهم مي‌آيد. هدف اصلي اين مقاله كه از نوع پژوهشي كتابخانه‌اي است بيان برخي از تأثيرهاي فرهنگ شهروندي بر امنيت گردشگاه‌ها و مناطق تفرجگاهي است.

Culture is among the factors of sociological viewpoints by improving it which many of societies’ problems can be removed. Many experts believe that the tourists’ behaviors in recreational places are influenced by social and cultural behavioral patters. Therefore it can be claimed that to regulate the tourists’ behavioral patterns we have to follow the same society’s social norms. Citizenship is a principle governing the relations between government and society. Although citizenship determines the individual’s credit in society, it emphasizes the social grounds in which the individual acts. In other words, citizenship reflects the ties between the individual and the society in the form of rights, commitments and responsibilities and presents a framework for the interaction of the individuals, groups and organizations. Recreation and tourism is considered as one of the main needs of today’s human. On the one hand, this industry’s profitability has attracted much attention and on the other hand the income coming from the development of this industry requires the existence of peace and security. It goes without saying that provided that a region enjoys security and stability, there can also be appropriate grounds for the development of tourism industry. The main purpose of the present library based research paper is to articulate some of the effects of citizenship culture on the security of recreational places.
