بررسي تأثير استفاده از دوربين هاي نظارت تصويري در ثبت تخلفات رانندگي بر رفتار ترافيكي رانندگان(مطالعه ي موردي شهرستان گرگان)

Studying the effect of using visual surveillance cameras on recording the driving infractions of drivers (case study: the town of Gorgan)

آمار بالاي تخلفات و بروز تصادفات بيانگر آن است كه هنوز كنترل و نظارت ترافيكي به طور كامل محقق نگرديده است. سيستم مديريتي و نظارتي سنتي به دليل قابليت محدود نيروهاي پليس و تجهيزات كنترلي، قادر به شناسايي كليه ي تخلفات رانندگان نيست؛ بنابراين به كارگيري سيستمي تحت عنوان نظارت تصويري از اهميت بسيار زيادي برخوردار است. اين سيستم سه مرحله اي: 1) جمع آوري و طبقه بندي اطلاعات؛ 2) تحليل و آناليز اطلاعات؛ 3) ابلاغ و ارائه ي اطلاعات، مي تواند معايب و كاستي هاي روش هاي سنتي كنترل ترافيك را برطرف سازد. دوربين هاي نظارت تصويري با ثبت تخلف رانندگان، ضمن آشكارسازي محل و نوع تخلف، آن ها را بر اين امر واقف كرده و در پي آن با ارسال برگه هاي جريمه رانندگان را مورد تنبيه قرار مي دهد. اين تحقيق با دنبال كردن اهداف كاربردي بر اساس مطالعات كمي پايه گذاري شده و از لحاظ توصيفي و تحليلي حائز اهميت است. آمار مورد استفاده در اين تحقيق، توسط دوربين هاي نظارت تصويري شهرستان گرگان و با كنترل كاربران بر روي تخلفات رانندگان ثبت شده است. اين موارد ثبتي به منظور اعمال قانون به كار گرفته شده اند. ارزيابي تأثير اعمال قانون بر رفتار ترافيكي رانندگان نشان مي دهد كه استفاده از سيستم هاي نظارت تصويري يا به عبارتي چشم الكترونيكي، قابليت ثبت و تصويربرداري بخش عمده اي از تخلفات رانندگي را دارد. كاهش تخلفات و تصادفات شهرستان به خصوص كاهش قابل توجه آن در محل نصب دوربين هاي نظارت تصويري برهاني بر قانون پذيري و رشد فرهنگ ترافيك رانندگان در سايهي فعاليت مركز كنترل ترافيك مي باشد.

Official statistic regarding violations of driving rules and high numbers of car accidents reveals that complete control and surveillance on traffic is yet to be achieved. Due to the limited capability of the police force and controlling facilities, management and surveillance system is not able to detect and record all driving infractions; therefore, employing a system called visual surveillance seems to be of high importance. This three phase system: 1) collection and categorization of information, 2) analysis of the information and 3) sending the information, is able to remove the inefficiencies of the traditional traffic control systems. Recording the drivers’ illegal behaviors, the visual surveillance cameras can through revealing the place and type of the illegal act both let them know about their infraction and punish them by sending them a ticket. This applied research study is based on quantitative studies and enjoys descriptive and analytical importance. The statistic used in this study is the recorded data by the visual surveillance cameras in the town of Gorgan. The data were all recorded for the purpose of law enforcement. The evaluation of the effect of law enforcement on driver’s traffic behaviors shows that employing visual surveillance cameras or so called the electronic eyes is capable of recording a large portion of driving infractions. Decrease in illegal behaviors and accidents especially the significant decline in the places where visual surveillance cameras were installed is an evidence of peoples’ respect and their traffic culture improvement thanks to the active role of traffic control center.
