مديريت بحران مخاطرات انساني در تفرجگاه هاي كوهستاني با استفاده از GIS (مطالعه ي موردي: پيست شمشك)

Management of human risks crisis in mountainous recreational places using GIS (case study: Shemshak ski trail)

تفرجگاه هاي كوهستاني با دارا بودن جاذبه هاي طبيعي فراوان يكي از مستعدترين مناطق براي انجام انواع فعاليت‌هاي تفريحي و گردشگري محسوب مي شود؛ اما عموما به علت بستر و موقعيت جغرافيايي و نحوه ي دسترسي، به عنوان يكي از پرمخاطره‌ترين مناطق به لحاظ امنيتي است. به طور كلي نظارت و كنترل اين نواحي پيچيدگي و مشكلاتي را پيش روي مديران و مسئولان قرار داده است كه لازمه ي آن وجود مديريتي ويژه و همه جانبه در اين مناطق مي باشد. در اين تحقيق با استفاده از مطالعات كتابخانه اي ميداني به بررسي مخاطرات موجود در تفرجگاه پيست شمشك پرداخته و راهبردهايي براي كاهش اثرات منفي مخاطرات انساني ارائه شده است. نتايج نشان داد كه پيست شمشك داراي برنامه ي مدون مديريت بحران و طرح هاي امنيتي نبوده و نظارت دقيقي بر فعاليت‌هاي انساني وجود ندارد. بدين منظور در پايان كار پيشنهادهايي براي مديريت اين منطقه در بخش‌هاي ضعيف امنيتي ارائه شده است. از جمله ي اين پيشنهادها: 1- استقرار چند ايستگاه امنيتي، امدادي و چند سيستم كنترل بصري كه با استفاده از نرم افزار GIS و مؤلفه‌هايي چون: فاصله از مراكز جمعيتي و تفريحي، فاصله از ايستگاه هاي امنيتي موجود، شيب و جهت شيب، مكان يابي شده است؛ 2- ارائه ي تبليغاتي براي آگاه سازي افكار عمومي به منظور پيشگيري از حوادث و مشكلات امنيتي از قبيل: اعلان مقررات و مسائل امنيتي منطقه ي تفرجگاهي.

Although, Having various natural attractions, mountainous recreational places are considered as one of the most potential areas for doing fun and tourist activities, due to their special geographical condition and access ways, they are also one of the riskiest areas in terms of security issues. Generally, supervising and controlling these areas faces managers and officials with complications and problems which require them to have a special and comprehensive management in these areas. Using library and survey methods, the present research study has studied the probable risks in Shemshak ski trail and has provided strategies to diminish then negative effects of the mentioned risks. The results indicated that the Shemshak ski trail does not enjoy an appropriate codified system of crises management and security plans and there is no careful supervision on human activities. Therefore, some suggestions have been made at the end of the study to improve the condition of this area in parts which are weak in terms of security issues. Among them the followings can be mentioned: deploying some security, auxiliary security stations and visual surveillance systems using GIS software. Also factors such as: 1. Distance to population and amusement centers, distance to the available security stations, steepness and its direction, has been located. 2. Providing advertisement about rules and security issues of the recreational area to inform people of ways to prevent security events and problems.
