A Comprehensive Hybrid Model for Evaluating the Performance and Ranking of Responsible Organizations for Drug Addiction Prevention and Drug Enforcement(Case Study: West Azarbaijan Province)

گسترش جرائم مواد مخدر و تغيير در الگوهاي مصرف و نوع جرائم ارتكابي از سوي متهمين آن، مبارزه و پيشگيري از اين موضوع را با مشكلات بسياري مواجه نموده و نياز است تا با ارائه يك الگوي جامع ارزيابي و انعطاف­ پذير مديرت جرائم مرتبط را در دست گرفته و با نگاه به آينده، به سمت بهبود مستمر گام برداشت. هدف اين پژوهش ارزيابي عملكرد و رتبه ­بندي سازمان­هاي مسئول پيشگيري از اعتياد و مبارزه با قاچاق مواد مخدر جهت تعيين موقعيت خود و اخذ تصميمات استراتژيك براي رسيدن به اهداف است. پژوهش حاضر ازلحاظ هدف از نوع پژوهش­هاي كاربردي، ازنظر روش، پژوهشي تركيبي از نوع طرح­ هاي اكتشافي است. روش مطالعه دومرحله‌اي بوده كه بخش اول انتخاب ابعاد و نشانگرها و درنتيجه تدوين چارچوب مفهومي و بخش دوم آن، روش كمّي و از نوع پيمايشي است. در بخش كيفي (انتخاب ابعاد و نشانگرها) از دو روش اسنادي و پديدارشناسي با بهره­ گيري از مدل BSC ارتقا يافته و در بخش كمي، از روش پيمايشي بهره­ گيري شده است. جامعه آماري اين تحقيق، سازمان­هاي مسئول در پيشگيري از اعتياد و مبارزه با مواد مخدر استان آذربايجان غربي و به تعداد 14 سازمان و شامل كليه كارشناسان و مديران مرتبط با موضوع تحقيق در اين سازمان­ها است. با توجه به جداول سطح­بندي، ابعاد ورودي مؤثر بر ارزيابي عملكرد سازمان­هاي مسئول در امر پيشگيري از اعتياد و مبارزه با مواد مخدر و با توجه به وزن دهي به ابعاد پرسشنامه­ي مقايسات زوجي و همچنين اولويت­ بندي مربوطه، ابعاد 1- يادگيري و رشد، 2- منابع انساني، 3- مديريت، 4- توسعه و نوآوري، 5- مالي و 6- فرآيندهاي داخلي به ترتيب حائز رتبه­ هاي اول تا ششم گرديدند. نتايج رتبه­بندي حاصل از تكنيك تاپسيس نيز حاكي از آن بود كه پليس مبارزه با مواد مخدر اولين و اداره تبليغات اسلامي آخرين رتبه را در اين رتبه بندي و تصميم­ گيري چند معياره كسب كرده است. نتايج نهايي بيانگر اين مهم بوده كه موفقيت مرهون توجه به اولويت­هاست و سازمان­هايي مي­توانند در امر پيشگيري از اعتياد و مبارزه با مواد مخدر موفق بوده و عملكرد بهتري داشته باشند كه در قالب ابعاد عملكردي مطروحه گام بردارند.

The spread of drug crimes and changes in patterns of consumption and the types of crimes committed by the accused face the struggle and prevention of this issue with many problems and it is necessary to provide a comprehensive model of assessment and flexible management of related offenses. Looking forward to the future, he has taken a steady improvement. The purpose of this study is to evaluate the performance and ranking of organizations responsible for preventing drug addiction and combating drug trafficking in order to determine their position and make strategic decisions for achieving goals. The present research is a research-based, applied research method aimed at exploratory projects. The method of this study is a two-stage study. The first part is the selection of dimensions and markers, and as a result, the conceptual framework is formulated, and the second part is quantitative and survey method. In the qualitative section (dimension selection and markers), two methods of documentary and phenomenological using the BSC model have been upgraded and in the quantitative part, a survey method has been used. The statistical population of this research is the responsible organizations in the prevention of drug addiction and drug abuse in West Azarbaijan province and has 14 organizations and includes all experts and managers related to the subject of research in these organizations. Regarding the leveling tables, effective entrance dimensions affect the performance of organizations responsible for preventing drug addiction and drug addiction, and according to weighting, to the dimensions of the paired comparison questionnaire, as well as the prioritization, dimension 1 - learning and growth, 2- human resources, 3- management, 4- development and innovation, 5- financial and 6-internal processes were ranked first to sixth respectively. Ranking results from the Topsis Technique also indicated that the Counter Narcotics Police first and the Islamic Bureau of Advertising received the last rank in this rank and multi-criteria decision making. The final results indicate that success is due to prioritization and organizations can be successful in preventing drug addiction and drug addiction and have better performance in terms of performance dimensions.
