چكيده فارسي :
دليل سطح متفاوت رشد و توسعه اقتصادي در بين كشورهاي مختلف جهان از پرسشهاي
مهم اقتصاددانان است. هر چند عوامل اقتصادي همانند نرخ پسانداز، سرمايه گذاري، رشد
عوامل توليد، سرمايه انساني و ... در تبيين تفاوت سطح توسعه كشورها نقش مهمي دارند
ولي امروزه مشخص شده است كه عوامل غير اقتصادي همچون ثبات سياسي، حاكميت
نظم و قانون، تضمين قراردادها، ميزان فساد دستگاه اداري، حقوق مالكيت، اختلافات
قومي، نژادي و فرهنگي، امنيت و ... در تفاوت سطح كشورها نقش اساسي را ايفا ميكند.
در اين بين مطالعات متعدد نشان ميدهد كه امنيت از مهمترين و بنياديترين عوامل مؤثر در
رشد و توسعه كشورها محسوب ميشود.
در بين سطوح مختلف امنيت، امنيت سرمايهگذاري كه از مصاديق امنيت اقتصادي و از
اجزاي آن محسوب ميشود، نقش پررنگتري دارد. در واقع امنيت سرمايه گذاري، آن
بخش از امنيت اقتصادي است كه در ارتباط با اطمينان از حفظ اصل و فرع سرمايه براي
سرمايه گذاران ميباشد و با شاخصهاي مختلفي قابل سنجش است.
اين مقاله با هدف بررسي ابعاد مختلف امنيت و ارتباط آن با توسعه، نگاه ويژهاي به
امنيت سرمايه گذاري دارد و با بررسي برخي از شاخصهاي آن، به تبيين نقش امنيت در
رشد و توسعه اقتصادي ميپردازد.
چكيده لاتين :
The reason for different levels of economic growth and development in different countries is one of the most important questions of economists. Although economic factors such as rate of savings, investment, increase in production factors, and human resources play an important role in informing different levels of development, it is clear today that non-economic factors such as political stability, order & discipline, guaranteeing of contracts, corruption, copyright, ethnic and cultural conflicts, security, and so on play a significant role in differences in levels of countries. A great deal of research shows that security is one of the most important and fundamental growth factors in countries. In terms of security, investment security which is one of the examples of and constituents of economic security plays a paramount role. In fact, investment security is a part of the economic security which is in relation to making sure of maintenance of capital for the investors, and it is measurable through different indexes. This paper examines the different dimensions of security and its relation to development, especially investment security. Then, by analyzing some of the indexes, we clarify the role of the security in economic growth and development.
