طرح كاربردي مكان‌يابي استقرارگاه‌هاي نيروي انتظامي با بهره‌گيري از GIS براي فرماندهي مطلوب

طراحي استقرار اماكن، عوارض و پديده­هاي انتظامي­- امنيتي مانند كلانتري، پاسگاه انتظامي، ايستگاه­هاي رادار­، برج­هاي ديده­باني، تحليل­ مكاني يگان­ها، شناسايي تهديدها و آسيب­هاي مناطق جرم‌خيز براي ناجا حائز اهميت است. ازاين رو طراحي استقرارگاه ناجا با توجه به مسئله تهديدهاي نواحي شهري، محدوده استحفاظي و شناسايي خلاءهاي آن با استفاده از سامانه اطلاعات جغرافيايي علاوه بر بهينه­سازي پيكربندي استقرار منابع و تجهيزات به تحليل­هاي مربوط به ميدان ديد فرماندهي، شناسايي فضاهاي فاقد ديد و پوشش انتظامي (خلاء) تجهيزات و... بسيار مؤثر خواهد بود. در اين تحقيق از روش توصيفي – تحليلي و كتابخانه­اي استفاده شده است كه هدف آن طراحي مكان‌يابي استقرارگاه‌هاي نيروي انتظامي با بهره‌گيري از سامانه اطلاعات جغرفيايي است كه ارتباط بين ويژگي‌هاي جغرافيايي با محيط‌هاي عملياتي و انتظامي را در بر مي‌گيرد. يافته‌ها نشان مي‌دهد استفاده از فناوري­هاي جديد مانند GIS و استفاده از تحليل­هاي مكاني آن براي مكان‌يابي اماكن نيروي انتظامي در كشور مي­تواند موجب كاهش هزينه و صرفه‌جويي منابع مالي شود. همچنين دقت و سرعت نيروها را در شناسايي اماكن جرم‌خيز، رصد و ارزيابي منطقه، شناسايي تهديدهاي امنيتي­، مديريت، نظارت و كنترل بر مناطق استحفاظي در كشور را افزايش دهد و پليس مي‌تواند با تشكيل بانك داده­هاي مكاني و توصيفي، اطلاعات جامع و مناسبي را از همسايگان (مناطق همجوار استقرارگاه پليس) به خصوص عوارض و پديده­هاي مهم و تأسيسات حياتي­، جمع­آوري نمايد.

The design of deployment of places and security issues such as police stations, radar stations, observation towers, spatial analysis of units, identification of threats and damage to crime areas for police is important. Therefore, the design of the police stations with regard to the threat of urban areas, the scope of protection and identification of its vulnerabilities will be very effective using the GIS. Those leads to optimization of the configuration of the deployment of resources and equipment, analysis of the field of vision, the identification of spaces without visibility and the coverage of equipment. In this research, descriptive-analytical method and also library method are applied. The purpose of this project is to design the location of police force establishments using the geographic information system, which includes the relationship between geographic features and operational environments. The findings suggest that the use of new technologies such as GIS and the use of its spatial analysis to locate police stations in the country can reduce costs and save money. It also increases the accuracy and speed of forces in detecting crime scenes, monitoring and assessing the area, identifying security threats, managing, monitoring and controlling areas of defense in the country. Police can collect comprehensive and descriptive data from the neighbors (adjacent to the police station), in particular with the effects and important phenomena and vital facilities.
