چكيده فارسي :
در همه كشورهاي مترقي و در حال توسعه رضايت‌مندي مردم كـه دلالـت بـر كرامـت ذاتـي و ارزش والاي انساني دارد، به‌عنوان يكي از دغدغه‌هاي اساسي جامعه محسـوب شـده و همـواره نگرانـي‌هايي را از جهـت احتمال تعدي و تجاوز به حقوق آنان به‌خصوص در حوزه نظام عدالت كيفـري و نهادهـاي مختلـف از جملـه پلـيس در پي داشته است. مردم‌داري نه تنها در شرع مقدس اسلام، بلكه در اخلاقيات بين‌المللي و حقوق داخلـي كشورها نيز توصيه شده است. اين موضوع از منظر و نگاه نيروي انتظامي استان مازندران بـه‌عنـوان يـك پلـيس مردمي و خدمتگزار، متفاوت از بسياري كشورها بوده و حائز اهميت بيشتري اسـت. در ايـن مقالـه كه به روش كتابخانه‌اي و توصيفي تهيه شده است سـعي بـرآن است تا با طرح مختصري از ابعاد تقنيني، اجتماعي، اقتصادي، ساختاري، تـا حـد ممكـن نسـبت بـه بازيـابي و شناسايي چالش‌هاي پيش روي پليس ايران و استان مازندران با ارائه پيشنهادها و رويكرد اصلاحي - مشاركتي به دور از هرگونه تعرض و تعارض با حقوق همه شهروندان مازندراني و... اقدام و توجه لازم را به‌عمل آورد.
چكيده لاتين :
In all progressive and developing countries, people's satisfaction, which implies the inherent dignity and supreme value of humanity, has been considered as one of the basic concerns of the community and concerns have always been raised about the possibility of violating their rights, especially in the criminal justice system and various institutions, including the police. Honoring the people has been advised not only in the Islamic holy shrine, but also in international ethics and domestic law. This issue is different from the point of view and attitude of the islamic republic of Iran’s police as a popular and serving policeman than many countries and is more important. In this paper, which is prepared by a library and descriptive method, it is attempting to provide a brief design of Legitimate, social, economic, and structural dimensions, as far as possible, regarding the recovery and identification of the challenges faced by Iran and specially Mazandaran provincial police by providing suggestions and the corrective-participatory approach is taking place away from any conflict with the rights of all citizens of Mazandaran province and etc.
