نقدي بر سياست‌هاي حمل‌ونقل در شيراز: به‌سوي حمل‌ و نقل پايدار شهري

A critique to the transportation policies in SHIRAZ: Towards sustainable urban transport

سياست‌گذاري حمل‌ونقل شهري در بسياري جوامع پيشرفته بر اساس شناخت صحيح از وضعيت شهرها و آينده‌نگري، وضعيت مطلوبي خلق كرده است؛ اما هنوز در شهرهاي ايران به اين جايگاه نرسيده است. در تحقيق حاضر با ارائۀ تصويري از وضعيت موجود حمل‌ونقل در شهر شيراز تلاش شده است بر اهميت سياست‌گذاري حمل‌ونقل تأكيد شود و با ارائۀ شاخص‌هايي روشن شود درواقع سياست‌هاي حمل‌ونقل در شيراز بيشتر مبتني بر جوابگويي به نيازهاي خودروهاي شخصي در شيراز بوده است؛ درنتيجه تعداد خودروهاي شخصي و استفاده از آن‌ها در شيراز همواره روند صعودي داشته و اين موضوع به خلق حمل‌ونقلي ناپايدار و مخرب انجاميده است. اين در شرايطي است كه به لحاظ فرم و تراكم شهري، شيراز پتانسيل نسبتاً مناسبي براي ساير مدهاي پايدار حمل‌ونقل دارد؛ اما متأسفانه بلااستفاده مانده است؛ لذا بر اساس يافته‌هاي اين پژوهش ضروري است تغيير اساسي در سياست‌هاي حمل‌ونقل شيراز به‌سوي كاهش سهم خودرو شخصي در جابه‌جايي‌ها، با هدف رسيدن به حمل‌ونقل پايدار اتخاذ شود.

Urban Transportation policy based on a proper study about cities in advanced societies had created a desirable situation but it’s still a challenge in the cities of Iran. First of all, this research represents an image of the condition of transportation in Shiraz. It is tried to show the importance of transportation policies and makes it clear on the bases of criteria that main focuses of last decades urban polices is emphasis on meeting the needs of private motor vehicles in Shiraz, so eventually the numbers and the uses of vehicles has raised through years and had created an unsustainable transportation. This study finds that it is crucial to change the transportation policies to reduce the shares of private motor vehicles in residents’ mobility to match with the form and reach a sustainable urban transportation
