نقش سازمان‌هاي منطقه‌اي در مبارزه با مواد مخدر (تجزيه ‌و تحليل تطبيقي سياست‌ها و رويكردهاي منطقه‌اي)

(Role of regional organizations in the fight against drugs (Comparative Analysis of Regional Policies and Approaches

اين تحقيق به روش كتابخانه‌اي توصيفي تحليلي و با استفاده از منابع كتابخانه‌اي نوشته‌شده است. در اين مقاله تلاش شده تا نقش سياست‌هاي راهبردي منطقه‌اي و سازمان‌هاي بين‌المللي در مبارزه با مواد مخدر بحث شود. درواقع، مقايسۀ ميان راهبردها و برنامه­ هاي مبارزه با مواد مخدر طي پنج سال گذشته شش سازمان منطقه‌اي را، در 148 كشور در چهار قاره را تشريح مي‌كند. اين پژوهش مي‌تواند صاحب‌نظران، متخصصان و محققان فعال در زمينة سياست­ گذاري­ مبارزه با مواد مخدر را به ‌منظور ارائه راهكارهاي مشترك منطقه‌اي در امر مبارزه با مواد مخدر ياري نمايد تا كشورهاي مورد بحث راهبردي جامع به ‌منظور حل مشكلات امنيتي، اجتماعي و بهداشتي مربوط به قاچاق مواد مخدر اتخاذ نمايند. راهبردها و برنامه ­هاي مبارزه با مواد مخدر، بينش‌هاي قابل‌ توجهي را در خصوص تجزيه ‌و تحليل تطبيقي به‌ صورت جداگانه و با نگرش مقايسه‌اي در مناطق مختلف ارائه مي‌دهند. در ادامه نگاهي به رويكردهاي اصلي كاهش عرضه و تقاضا شده و سپس راه و روش ­هاي انجام‌شده در مناطق مختلف را مطرح مي‌شود. درواقع شكل­ گيري راهبردهاي مبارزه با مواد مخدر، الويت ها و اهداف آن را بررسي مي‌نمايد. بررسي‌ها نشان مي‌دهد: در عين تفاوت‌هاي عمده‌اي شباهت‌هاي قابل ‌توجهي در مناقشات مربوط به استراتژي‌هاي بين‌المللي مبارزه با مواد مخدر وجود داشته ولي درمجموع راهبردهاي منطقه‌اي مبارزه با مواد مخدر مي‌تواند نقش مؤثري در ارزيابي جامع‌تر معضل مواد مخدر در سطوح بين‌المللي ايفا كند.

This research is in an analytical descriptive library study utilizing written library resources. This paper attempts to discuss the role of regional strategic policies and international organizations in combating against drug abuse. Indeed, a comparison of counter-narcotic strategies and programs over the past five years has described six regional organizations in 148 countries across four continents. This research can help policy-makers, experts, and researchers active in the field of anti-drug policy in order to present joint regional strategies for counternarcotics to provide countries with a comprehensive strategic plan for solving security, social and health problems related to drug trafficking. Counter-narcotics strategies and plans provide significant insights on comparative analysis separately and with comparative attitudes in different regions. In the following, we look at the main approaches to reducing supply and demand and then discuss the ways and means of doing so in different areas. Indeed, the development of anti-drug strategies explores its priorities and objectives. Studies show that while there are significant similarities in the controversy surrounding the International Counter Narcotics Strategies, overall, Counter Narcotics Strategies can play an effective role in a more comprehensive assessment of the dangers of drugs at the international level.
