بومي سازي، راهكار مقابله با چالش كاركرد منفي احزاب سياسي(معطوف به انديشه سياسي آيت الله خامنه اي)

Localization, a solution to the challenge of negative functioning of political parties (focused on the political thought of Ayatollah Khamenei)

در حال حاضر دو نگرش كلي پيرامون رابطه نظام سياسي اسلام شيعي با تحزّب وجود دارد: نگرش اول، حزب را از ملزومات عصر جديد دانسته، لذا به دليل نبود نص خاص، استخراج مباني فقهي آن را غيرممكن مي داند. بديهي است كه بر اساس اين نگرش، استفاده از حزب به عنوان يك پديده نوين در نظام ديني با امتناع روبروست و اما بر اساس نگرش دوم، امكان تبيين مباني فقهي تحزب در چارچوب نصوص عام و قواعد كلي وجود دارد؛ با اين حال، تحقق عيني و عملي اين مهم نيز با يك مانع جدي روبرو است و آن وجود واقعيتي بنام «كاركرد منفي احزاب» است كه استفاده از اين پديده نوين در نظام ديني را با منع شرعي مواجه مي گرداند. اين مساله در حال حاضر مهمترين چالشي است كه نظام مردم سالاري ديني با آن مواجه مي باشد. مقاله حاضر تلاش نموده است كه در چارچوب نظري سيستمي و با روش تحليل محتوا از بيانات آيت الله خامنه اي، راهكار برون رفت از اين چالش را استخراج نمايد. بر اين اساس و در چارچوب انديشه سياسي آيت الله خامنه اي، «بومي سازي» به عنوان يك رهيافت، راهكار اساسي مقابله با چالش كاركرد منفي احزاب در نظام ديني به شمار مي رود.

At present, there are two general views on the relationship between the political system of Shi’ah Islam and Partisanship: The first view considers party as a necessity of the new era; so due to the lack of a specific text, it is impossible to extract its jurisprudential principles. Obviously, according to this view, the use of the party as a new phenomenon in the religious system is opposed, but according to the second view, it is possible to explain the jurisprudential principles of the party in the context of general texts and general rules. However, the objective and practical realization of this important issue also faces a serious obstacle, and that is the existence of a reality called “negative function of parties,” which makes the use of this new phenomenon in the religious system a religious prohibition. This is currently the most important challenge facing a religious democracy. The present article has tried to extract a solution to this challenge in a systematic theoretical framework and by analyzing the content of Ayatollah Khamenei's statements. Accordingly, and within the framework of Ayatollah Khamenei's political thought, “localization” as an approach is a fundamental solution to the challenge of the negative functioning of parties in the religious system.
