هدف: نظم نوين جهاني پس از فروپاشي شوروي در پي تحقق جهاني تك قطبي، با هدف تسلط ارزش ­ها و هنجارهاي آمريكايي بر نظام بين ­الملل است، اين انديشه با مباني بسياري از جريان­ هاي فكريِ رقيب تعارض داشت. دغدغه اين مقاله پرسش از صورت بندي مفهومي نظم مطلوب نظام بين ­الملل بر اساس مفاهيم موجود در بيانيه گام دوم مي ­باشد. روش ­شناسي پژوهش: روش پژوهش در اين مقاله توصيفي - تحليلي و متمركز بر بيانات آيت الله خامنه ­اي به‌ويژه بيانيه گام دوم انقلاب و از نوع اسنادي است. يافته‌ها: يافته­ هاي مقاله نشان مي ­دهد مفاهيمي نظير ضرورت مرزبندي با دشمن، ارائه شعارهاي انساني و فطري و دوگانگي استكبار و اسلام نشان دهنده آن است كه جمهوري اسلامي ايران، ضمن مخالفت با نظامات حاكم در روابط بين­ المللي به دنبال تحقق نظمي نوين در جهان مي­ باشد. نتيجه ­گيري: با توجه به پژوهش انجام گرفته، انقلاب اسلامي ايران يكي از مهم­ترين كشورهاي مخالف نظم نوين جهاني محسوب مي­ گردد كه جهت‌گيري­ هاي سياست خارجي آن در چهل سال اول انقلاب نشانگر اين مخالفت با وضع موجود است. از سويي، رهبر انقلاب در بيانيه گام دوم به تبيين چشم ­انداز چهل سال دوم جمهوري اسلامي پرداخته است كه طرح برخي مسائل نظير ابتناي انقلاب ايران بر تمدن و ارزش ­هاي ديني، تأكيد بر عدم جدايي دين از سياست، تأكيد بر ناكامي سردمداران گمراهي و ستم چپ و راست مدرنيته، نشانگر انتقاد به هنجارهاي حاكم بر نظام بين­ الملل مي‌باشد.
