چكيده فارسي :
امروزه پس از سال ها تلاش دولت ها و سازمان ها فساد همچنان يكي از بزرگترين چالش هاي توسعه كشورها اعم از پيشرفته يا در حال توسعه است. چالشي كه همه عرصه ها، نهاد ها و سازمان ها از جمله سازمان هاي متولي نظم و امنيت جامعه مانند نيروي انتظامي را در بر مي گيرد.گستردگي و عمق فساد در هر كشور و سازماني بنابر ساختار سياسي، اقتصادي و سطح توسعه يافتگي متفاوت است.اما در هر صورت فساد موجب انحطاط است و بنيان هاي حكومت و جامعه را متزلزل مي سازد و بي عدالتي را گسترش و تلاش هاي فقرزدايي را ناكام مي سازد و زمينه بي انگيزگي و بدبيني و تضعيف روحيه افراد درستكار را فراهم مي آورد.سلامت سازماني نيروي انتظامي از اهميت ويژه اي برخوردار است. چرا كه پليس در بستر فضاي سالم سازماني خود مي تواند اهداف و رسالت خود را جامه عمل بپوشاند. از آنجا كه شناخت ويژگي ها و اهداف نظارت و كنترل به منظور بهبود عملكرد ايجاد سلامت و توسعه سازماني پليس بسيار مهم است، مقاله حاضر به بررسي مفهوم فساد، عوامل موثر بر فساد اداري كاركنان سازمان و با هدف تعيين علل موثر بر آن براي نيل به سلامت اداري و صيانت از كاركنان پرداخته است. پر واضح است كه با تشخيص و انتخاب اصولي و صحيح عوامل موثر بر فساد اداري مي توان از بروز تخلفات كه پيامد منفي در فرايند امور سازمان بر جاي مي نهد و حتي موجب سلب اعتماد در ارتباطات و پيوند ميان مردم و سازمان مي شود پيشگيري نموده .

Today, after years of efforts by governments and organizations, corruption remains one of the biggest challenges for developing countries, whether developed or developing. A challenge that encompasses all areas, institutions and organizations, including organizations in charge of public order and security, such as law enforcement. The extent and depth of corruption in each country and organization varies according to political, economic, and developmental structure. But in any case, corruption degenerates and shakes the foundations of government and society, spreads injustice and thwarts poverty alleviation efforts, and provides grounds for apathy, pessimism, and demoralization. Law enforcement is of particular importance. Because the police can fulfill their goals and mission in the context of their healthy organizational environment. Since it is important to know the characteristics and goals of monitoring and control in order to improve the performance of police health and organizational development, the present article examines the concept of corruption, the factors affecting corruption in the organization's employees and aims to determine the effective factors to achieve it. Administrative health and employee protection. It is very clear that by recognizing and choosing the right and correct factors affecting corruption, it is possible to prevent violations that have a negative impact on the process of organizational affairs and even deprive people of trust and communication between people and the organization.
