چكيده فارسي :
بحران يعني خروج از تعادل كه اگر به آن توجهي نشود منجر به خروج از عدالت مي‌شود. مديريت بحران در واقع به مجموعه‌اي از مهارت‌ها و يا فرآيند تحقيقي گفته مي‌شود كه در هنگام وقوع مخاطرات غير‌متعارف و يا وضعيت مشكل به كار گرفته مي‌شوند. به عبارت ديگر مديريت بحران به مجموعه طرح‌ها و روش‌هاي پيشرفته و خاصي گفته مي‌شود كه جهت پيشگيري و مهار بحران‌ها مورد استفاده قرار مي‌گيرند. در تعبيري ديگر تيه تار، مديريت بحران را به عمل، هنر و يا شيوه‌اي اطلاق مي‌كند كه يك سازمان را از حالت اضطراري و بحراني به طرف آرامش هدايت مي‌كند. بنابراين مديريت بحران بايستي داراي طرح ها و روش‌هاي پيشگيرانه باشد تا بسياري از بحران‌ها به اين وسيله كاهش پيدا كرده و زمينه بروز پيدا نكنند. بر خلاف بسياري از سوانح طبيعي مثل زلزله كه قابل پيش‌بيني كردن نيستند، بحران‌هايي كه به دست انسان پديد مي‌آيند عموماً اجتناب‌پذير بوده و اصولاً نبايد اتفاق بيفتند. در اين ميان مديريت ارتباطات و مراودات سازماني مي‌تواند تأثيري درخور در كنترل و مديريت بحران داشته باشد.
چكيده لاتين :
Since, implementation strategy of civil disobedience and inside explosion is in the America's program against Iran, and also civic crisises are its demonstrator. Therefore, police in first order has a role of repel to them. The purpose of this article is studying the role of civil disobediences to appointment the police management in civic unrest. This article is a kind of descriptive-survey research and it's applied. Operational level managers of Mash'had metropolis are the statistical universe and 14 officers of township police stations chief are statistical sample, however they are selected in random. Secondary hypothesises of this research are containing: 1. Civil disobediences of cultural district are seeking a intricate disciplinary management. 2.civil disobediences of social district are seeking a more simple disciplinary management, and also basic hypothesis: civil disobediences of various districts are seeking a different disciplinary management. Tool of collecting data is a questionnaire that containing 8 questions and it distributed after determine the justifiability and perpetuity. Then, after collecting the answers and analyzing them, accepted both of secondary hypothesises and then basic hypothesis.
