مروري بر ديدگاه‌هاي نظري رويكردهاي مديريت پليس در كنترل بحران‌هاي اجتماعي (مطالعه موردي ازدحام‌هاي اعتراضي و اغتشاشات)

مديريت و كنترل ازدحام هاي اعتراضي و اغتشاشات در نيروي انتظامي در قالب وظيفه قانوني ممانعت و جلوگيري از هرگونه راهپيمايي و اجتماع غيرمجاز و مقابله با اغتشاش و بي‌نظمي قرار مي‌گيرد. اين وظيفه پليس از موضوعات بسيار حساس و تخصصي ماموريت نيروي انتظامي است كه در ميزان سرمايه اجتماعي و نوع نگاه كلان جامعه به پليس تاثيرگذار است. به همين دليل بهينه‌سازي مديريت و كنترل ازدحام هاي اعتراضي و اغتشاشات مي‌تواند يكي از دغدغه‌هاي كارآمدي پليس تلقي شده و در اين خصوص، بررسي و استخراج نوع مولفه‌هاي مديريت ازدحام هاي اعتراضي و اغتشاشات مي‌تواند به عنوان يك راهكار اثربخش تلقي گردد؛ موردي كه در اين تحقيق با مطالعه رويكردهاي كلان مديريت پليس بدنبال تحقق آن است. اين مقاله با روش توصيفي و تحليلي و با ابزار مطالعه كتابخانه‌اي، مولفه‌هاي مديريت و كنترل ازدحام هاي اعتراضي و اغتشاشات را از درون ديدگاه‌هاي نظري مديريت پليس در اجتماع واكاوي و استخراج نموده است. پارادايم مفهومي قدرت نرم و نيز رويكردهاي پليس جامعه‌محور، پليس اطلاعات محور و نيز پليس اطمينان‌بخش در اين مطالعه مورد بررسي قرار گرفته و در نهايت مولفه‌هاي اين رويكردها براي مديريت و كنترل ازدحام هاي اعتراضي و اغتشاشات مشخص و احصاء شده است.

The case in this research Looking at the macro policies of police management, it seeks to achieve it. This article, using a descriptive and analytical method and with a library study tool, draws on the components of management and control of protest congestion and disturbances from within the theoretical views of police management in the community. The concept of soft power paradigm, as well as community-based policing approaches, information-centric police and reassuring police are explored in this paper. Finally, the components of these approaches have been identified and monitored for controlling congestion in disturbances.
