Community policing role in the establishment of social order and security and the rights of citizenship

مسئله‌ي تأمين نظم و امنيت عمومي مقوله‌اي است كه همواره در سطح ملي و فراملي به آن توجه شده است. يكي از ارزش‌ها و شاخص‌هاي جامعه‌ي مطلوب، وجود امنيت و احساس وجود آن در جامعه است؛ چرا كه پيشرفت و اعتلاي هر جامعه در گرو فعاليت و خلاقيت شهرونداني است كه به دور از هرگونه تعدي و تفريط ديگران باشند. بنابراين امنيت از حيات و فعاليت انسان جدا نبوده و حق داشتن امنيت ازجمله حقوق حتمي هر فرد در اجتماع است كه اين امر خود يكي از بارزترين مؤلفه‌هاي حقوق شهروندي تلقي مي‌گردد. از سوي ديگر تحقق حقوق شهروندي و توسعه‌ي آن، نه‌تنها موجبات رشد فرهنگي جامعه را به دنبال خواهد داشت، بلكه منجر به كاهش هزينه‌هاي اجتماعي، قضايي و انتظامي مي‌شود. اين پژوهش با روش اسنادي و كتابخانه‌اي و به شيوه‌ي تحليلي-توصيفي مي‌كوشد اين هدف را دنبال كند كه نقش پليس جامعه‌محور در تأمين امنيت اجتماعي و حفظ حقوق شهروندي را از منابع موجود استخراج نمايد. نتايج پژوهش مذكور نشان مي‌دهد كه نيروي انتظامي جمهوري اسلامي ايران با تأسيس مراكزي از قبيل مركز فوريت‌هاي پليسي 110، دفتر نظارت همگاني 197 و ... توانسته است كه در جهت جلب اعتماد مردم و حفظ حقوق شهروندي يك احساس امنيت اجتماعي را در شهروندان ايجاد نمايد.

The realization of civil rights and its development, cultural development of society will not only lead, but also lead to a reduction in social spending, the judicial and police. The present study documents and library-descriptive analysis method seeks to pursue this objective The role of community policing in social security and the protection of citizens' rights to extract resources available. The results of the study will show that the Islamic Republic of Iran Police Force with 110 police emergency centers such as the Center, Office 197 public television and .... Has managed to gain the trust of the people and protect the rights of citizens with a sense of social security to the citizens.
