حقوق شهروندي يا آزادي‌هاي عمومي و شهروندي، مجموعه‌اي از حقوق مدني، سياسي، اجتماعي و اقتصادي است كه فرد به عنوان تبعه يك دولتِ‌كشور از آن برخوردار است. طراحي ابعاد حقوق شهروندي، به ويژه از حيث رابطه ي آن با حكومت، ارتباط تنگاتنگي با مباني نظري و تلقي ما از «جايگاه مردم» دارد. حقوق شهروندي مجموعه ي وسيعي از حقوق سياسي، اقتصادي، اجتماعي و فرهنگي است كه در كنار آن تكاليف و وظايف شهروندان را در قبال دولت و جامعه، مورد توجه قرار مي دهد. ديدگاه اسلام در اين زمينه، داراي تفاوتي بنيادين با ديگر مكاتب حقوقي است. شهروندي به مثابه وضعيت حقوقي است كه با حقوق مدني، سياسي، اجتماعي، اقتصادي و فرهنگي تعريف مي شود. به اين معنا، شهروند شخصي است داراي شان حقوقي كه در چارچوب قانون آزادي عمل دارد و حق دارد ادعاي حمايت حقوقي را داشته باشد. زندگي اجتماعي و تشكيل حكومت در جامعه داراي اقتضائاتي است كه رابطه ي متقابل دولت و ملت را به دنبال دارد. ديدگاه هاي بنيادين و مباني حقوق عمومي در هر كشور علاوه بر تبيين شكل گيري و مشروعيت حكومت، تنظيم كننده ي رابطه ي حكومت و مردم نيز است.

Terrorists need financial support to achieve their goals, and therefore resort to various legal and illegal ways. Islamic radical groups, of which they can be termed takfiri terrorists, are no exception to this rule and despite the emphasis on ideological and religious-spiritual issues, in order to grow and succeed, attracting audiences and followers through advertising, supplying weapons, carrying out terrorist operations and other everyday needs, they need access to enough funds to fulfill their goals. Therefore, the present research attempts to answer this key question What factors contributed to the persistence of Takfiri terrorism in different regions?. In order to answer this question, this hypothesis has been suggested that one of the effective factors in the non-destruction of Salafi-Takfiri groups due to the diversity of access routes for takfiri groups to multiple sources and their lack of dependence on a source of income to finance their expenses. in this regard, the most important sources of financial needs of the terrorist-takfiri groups that indicate their flexibility in adopting various methods of income generation are described in this paper and their economic approach to The future has also been explored. In this study, the descriptive-analytic method has been used.
