اولويت‌هاي سياست خارجي قطر در ارتباط با اتحاديه اروپايي

Qatar's foreign policy priorities in relation with the European unio‎n

رشد اقتصادي چشمگير قطر در دو دهه اخير، اين كشور را از جايگاه يك كشور كوچك و غيراثرگذار در معادلات بين‌المللي به بازيگري اثرگذار در سطح منطقه و جهان تبديل كرده است. بخش اعظم ارتقاء جايگاه قطر در سطح بين‌المللي، مرهون بهره‌برداري از منابع عظيم انرژي و سرمايه‌گذاري منافع حاصله در مناطق مختلف جهان بوده است. رويكرد جديد قطر براي تنوع‌بخشي اقتصادي و دستيابي به توسعه متوازن و پايدار خصوصا پس از تحولات مرتبط با بهار عربي، سياستگذاران قطري را به سمت بهره‌برداري از ظرفيت‌ها و تجربيات ساير كشورها سوق داده است. در اين رابطه اروپا شريكي مهم براي قطر محسوب مي‌شود. اين مقاله با هدف بررسي روابط قطر با اتحاديه اروپايي بر اساس اولويت‌ها و منافع فعلي و آتي قطر از دو منظر روابط دوجانبه و منطقه با منطقه نگاشته شده است. سوال اصلي آن است كه اولويت‌هاي سياست خارجي قطر براي توسعه روابط با اتحاديه اروپايي كدامند؟ فرضيه اين پژوهش آن است كه اولويت اصلي قطر در گسترش روابط با اتحاديه اروپايي، توسعه روابط در عرصه‌هاي اجتماعي-اقتصادي است. با بهره‌گيري از روش توصيفي-تحليلي اين نتيجه حاصل شد كه به دليل اتكاي امنيتي-دفاعي قطر به ايالات متحده و تلاش اين كشور براي دستيابي به تنوع اقتصادي و توسعه پايدار، اولويت‌هاي سياست خارجي قطر در ارتباط با اتحاديه اروپايي به سمت تعاملات اجتماعي-اقتصادي سوق پيدا كرده است. اين رويكرد، اتحاديه اروپايي را به بزرگترين صادركننده كالا و خدمات، و مهم‌ترين تامين‌كننده فناوري‌هاي روز و مهم‌تر از همه تامين‌كننده ملزومات تنوع‌بخشي لازم براي پيشرفت‌هاي اجتماعي-اقتصادي در جامعه قطر تبديل كرده است.

Qatar's remarkable economic growth in the last two decades has transformed it from a small, non-influential country into an effective player in regional and global level. Qatar's new approach to achieve economic diversification and sustainable development, especially after the Arab Spring, has led Qatari policymakers to exploit the capacities and experiences of other countries. In this regard, Europe is an important partner for Qatar. This article aims to examine Qatar's relations with the European unio‎n based on current and future Qatari priorities and interests, from the perspective of bilateral and region-to-region relations. The main question is, what are Qatar's foreign policy priorities for developing relations with the European unio‎n? This study hypothesizes that the Qatar's main priority in expanding relations with the European unio‎n is to develop socio-economic relations. By using the descriptive-analytical approach, it was concluded that, Qatar's defense-security reliance on the United States and its efforts to achieve economic diversity and sustainable development have led Qatar's foreign policy priorities in relation with the EU, toward socio-economic interactions. This approach has made the European unio‎n the largest exporter of goods and services, the most important supplier of modern technologies and, most importantly, the supplier of the diversification necessaries for socio-economic development of Qatari society.
