اولويت بندي راهكارهاي موثر در ارتقاي احساس امنيت شهري در مناطق مسكوني (مطالعه موردي: منطقه 4 شهرداري اردبيل)

Prioritizing Effective Strategies to Improve Urban Safety in Residential Areas (Case Study: District 4 of Ardabil Municipality

با توجه به تحولات اخير در فضاهاي شهري در ابعاد مختلف اجتماعي، اقتصادي، فرهنگي و كالبدي و به طبع آن مهاجرت هاي بي رويه و افزايش جمعيت در شهرها باعث بروز تضادهاي اجتماعي و نابرابري ها در سطوح مختلف شده است كه اين امر به يكي از مهم ترين عوامل كيفيت زندگي يعني امنيت خلل وارد كرده است. امنيت به عنوان عامل مهم در نظم شهري و افزايش كيفيت زندگي به ويژه در محيط هاي مسكوني به عنوان يكي از دغدغه هاي اصلي مديران شهري تبديل شده است. هدف از نگارش مقاله حاضر اولويت بندي راهكاري هاي موثر در جهت افزايش احساس امنيت در مناطق مسكوني شهري در منطقه 4 شهرداري اردبيل با استفاده از تكنيك SWOT-FAHP و ماتريس QSPM مي باشد. روش پژوهش حاضر توصيفي – تحليلي بوده و يافته هاي تحقيق نشان مي دهد كه استفاده از پتانسيل بالاي مشاركت و همبستگي مردمي در جهت بازآفريني محلات و ايجاد حس تعلق جهت كاهش آسيب ها و ناهنجاري هاي اجتماعي و كاهش ونداليسم؛ ارائه آموزش هاي لازم، راه اندازي كسب و كار براي جوانان در جهت ايجاد شغل و كاهش بزهكاري هاي اجتماعي در منطقه، هدايت صحيح فعاليت هاي رو به رشد مديريت شهري در اين منطقه در جهت خدمات رساني بهتر و افزايش مشاركت مردمي و كاهش احساس تبعيض در ساكنان منطقه در جهت كاهش ناهنجاري هاي اجتماعي و افزايش احساس امنيتبه عنوان اولويت دارترين راهبردها جهت افزايش احساس امنيت شهري در منطقه 4 شهرداري اردبيل مي باشند.

Considering the recent developments in urban spaces in various social, economic, cultural and physical dimensions, in this way, uncontrolled migration and population growth in cities have caused social contradictions and inequalities at different levels, which is one of the important The most important factors in the quality of life are security. Security has become one of the main concerns of urban managers as an important factor in urban order and increasing the quality of life, especially in residential settings. The purpose of this article is to prioritize effective strategies to increase the sense of security in urban residential areas in District 4 of Ardebil Municipality using SWOT-FAHP and QSPM matrix. The research method is descriptive-analytic and the findings of the research show that using high potential of participation and popular solidarity in order to recreate neighborhoods and create sense of belonging to reduce social injuries and abnormalities and reduce vndalism; provide training for business start-ups an‎d work for young people to create jobs and reduce social delinquency in the region; to ensure the proper management of urban development activities in the region in order to better serve and increase popular participation and reduce the feeling of discrimination in the region's residents in order to reduce social anomalies an‎d increasing sense of security; Increasing the identity of the neighborhood with proper planning in the physical, cultural, economic and social dimensions in order to reduce the feeling of discrimination and, consequently, the reduction of vandalism and social anomalies in the city resulting from the quantitative strategy planning process as the most priority strategies Increased urban security sensitivity in district 4 of Ardebil municipality.
