The Impact of Narcoterrorism and Organized Crime on International Security

تروريسم پديده‌اي است كه تا قبل از حوادث يازدهم سپتامبر از منظر معاني و انواع آن، در قالب بسيار محدود تحرير و تحليل مي‌شد. اين پديده كه به اعتقاد نگارندة اين سطور به مانند واكنش عليه يك كنش معنا پيدا مي‌كند، با ورود جهان به قرن بيست و يكم همچنان ابعاد پيچيده‌اي در خود دارد. همين موضوع دليلي است براي عدم ارائه تعريف واحد از تروريسم و طبيعي است كه تبعات زيادي از حيثِ عمق و گسترة تاثيرات تروريسم بر پيكره امنيت بين‌الملل بار مي‌شود. در شرايطي فعلي كه دولت‌هاي تشكيل دهنده نظام بين‌الملل بر سر عدم وجود تعريف واحد از تروريسم با يكديگر دست به گريبان هستند، عناوين جديد و مشتقات تازه از تروريسم به صورت قارچ‌گونه در حال رشد و نمو است. ناركوتروريسم يكي از همين تعاريف نوظهور به شمار مي‌رود. مساله‌اي كه تشكيل و خيزش آرام و بي‌سر صداي آنرا بايد حادثه‌اي بسيار خطرناك با قدرت تخريب بالا دانست؛ چراكه اينبار شاهد پيوند پديده تروريسم به معناي عام با قاچاق مواد مخدر و شبكه‌هاي جرايم سازمان‌يافته به عنوان هدايت كننده آن هستيم كه موجب تشديد نگراني جامعه ملل از سرايت خروجي اين پديده بر امنيت بين‌الملل شده است. بر اين اساس مقاله پيشِ‌رو با بررسي مفهوم ناركوتروريسم به تحليل مخاطرات آن در پيوند با جرايم سازمان‌يافته مي‌پردازد و با واكاوي مصاديق تئوري و عملي آن، پيامدهاي منفي اين چسبندگيِ مخرب بر امنيت بين‌الملل را تبيين مي‌كند.

Terrorism is a phenomenon that was written and analyzed in a very limited way before the events of 9/11 in terms of its meanings and types. This phenomenon, which the author believes to be meaningful as a reaction to an action, continues to have complex dimensions as the world enters the 21st century. That is why there is no natural definition of terrorism that has many implications for the depth and breadth of the effects of terrorism on the body of international security. New titles and derivatives of terrorism are growing in the present situation when the governments of the international system are struggling with the lack of a single definition of terrorism. Narcoterrorism is one of these emerging definitions. The issue of its slow and uneventful rise and fall must be regarded as a very dangerous event with high destructive power, as we are witnessing the linking of the phenomenon of terrorism in the general sense with drug trafficking and organized crime networks as leading it to raise the concern of the international community. The outbreak of this phenomenon has become international security. Accordingly, the present article examines the concept of narcoterrorism by analyzing its risks in relation to organized crime, and by examining its theoretical and practical implications, explains the negative consequences of this destructive attachment to international security.
