ديپلماسي نظامي؛ راهبرد نوين دولت‌ها در پيگيري اهداف سياست خارجي

Military Diplomacy: A New Strategy for States in Pursuit the Foreign Policy Goals

ديرزماني يگانه راه‌حل پايان دادن به اختلافات ميان كشورها رويارويي در ميادين نبرد و گزينه نظامي بود. در بحبوحه همين جنگ‌ها مهمترين استراتژي‌هاي نظامي متولد شدند و به كرّات در ساير نبردها نيز مورد استفاده قرار گرفتند. اما به مرور زمان دولت‌ها دريافتند كه جنگ دستاويزي بسيار پرهزينه همراه با تلفات گسترده جاني و مالي است. بنابراين استفاده از گفتگو و حل مسالمت‌آميز اختلافات پاي ميز مذاكره در قالب ديپلماسي به طور جدي در دستور كار دولت‌ها قرار گرفت. با اين همه، هيچ يك از اين راه‌ها (استراتژي و ديپلماسي) نتوانستند به تنهايي صلح پايداري را براي دنيا به ارمغان بياورند. در نتيجه لزوم پيدايش و اهميت ديپلماسي نظامي بيش از پيش آشكار شد. اين مقاله برآن است تا به بررسي چيستي ديپلماسي نظامي به عنوان رهيافتي نوين در تبيين مسائل راهبردي پرداخته و نقش اين رهيافت را در سياست خارجي دولت‌ها مورد مداقه قرار دهد»؟ فرضيه اصلي آن است كه «ديپلماسي نظامي، شيوه نويني از ارائه توان نظامي، جهت دستيابي به مقاصد صلح‌آميز، اجتناب از خشونت نظامي و افزايش بازدارندگي است» كه از سوي ديگر به ابزاري براي نيل به اهداف سياست خارجي به‌ويژه نزد قدرت‌هاي بزرگ تبديل شده است، بررسي‌هاي به عمل آمده نشان مي‌دهد كه «اتخاذ چنين رويكردي سبب افزايش توانمندي كشورها در پيگيري اهداف سياست خارجي و به تبع، افزايش قدرت و نقش‌آفريني آنها در عرصه تحولات بين‌المللي مي‌شود».

For a long time, the only solution to ending disputes between countries was war on the battlefield and military option. In the midst of these wars, the most important military strategies were born and often used in other battles. But over time, states have found that warfare is a very costly activity, with massive casualties and financial losses. Therefore, conversation and peaceful solutions in form of Diplomacy was seriously placed in state's agenda. However, none of these ways (Strategy and Diplomacy) could alone bring lasting peace to the world. Therefore, the necessity of the emergence and importance of Military Diplomacy was more determined. The present paper seeks to examine the implications of military diplomacy as a new approach in explaining the strategic issues and to deal the role of this approach in foreign policy of the countries". The main hypothesis is that "military diplomacy is a new way for providing the military power to achieve peaceful purposes, avoid the military violence and increase deterrence," which has become a tool for achieving foreign policy goals, especially for the great powers. The studies have shown that "the adoption of such an approach will increase the ability of countries to pursue foreign policy goals and, consequently, increase their power and their role in international developments.
