ونداليسم، تفرجگاه ها، نظم و امنيت

پديده ي ونداليسم به عنوان يك پديده ي نوظهور در امور اجتماعي، بسياري از دانشمندان حوزه ي علوم انساني را به تلاش براي تبيين اين پديده واداشته است؛ زيرا همان گونه كه شهرهاي جهان در حال گسترش هستند، مشكلات و عوارض آن ها نيز در حال گسترش است. اين پديده اغلب در فضاهاي شهري و عمومي نمود پيدا مي كند و گروه هاي خاصي، به ويژه جوانان و نوجوانان بيش ترين گروه درگير اين پديده هستند و از آن جايي كه اعمال ونداليستي به طور مستقيم در زيبايي منظر شهري و كاركردهاي عمومي شهر تأثير مي گذارند، پاسخ مديريت امور شهري به پديده ي ونداليسم بسيار مهم است. با اين توصيف در اين مقاله تلاش شده است كه با نگاهي نو از پايين به بالا با رويكرد مديريت امور مكان هاي عمومي و تفرجگاه‌ها اين پديده را ارزيابي كرده و با ارائه ي تئوري سه گانه ي ارزيابي ونداليسم، به تقسيم بندي، تشريح و امكان سنجي پاسخ هاي متفاوت مديريت امور شهري و محيطي بپردازيم. تئوري سه بعدي ارائه شده با در نظر گرفتن موقعيت فضايي هر گونه اقدام ونداليستي، قادر است كه با قرار دادن هر گونه مصاديق ونداليسم در جدول سنجش مصاديق، پاسخي مناسب براي اين پديده ارائه كند؛ زيرا كه هدر رفتن وقت و نيروي مديريت شهري بسيار گران و جبران ناپذير است. با وجود اين تمام تلاش نويسنده در ارائه ي اين مقاله پيشنهاد راهكارهاي كاربردي و مصداقي براي مديريت هر چه بهتر مكان هاي عمومي، تفرجگاه ها و فضاهاي شهري است.

As a rather new phenomenon in social issues, Vandalism has attracted the attention of many humanity sciences to try to explain it. As cities grow bigger and bigger, so their problems do. The mentioned phenomenon mostly appear in urban environments and some special groups of teenagers and young people are mostly related to it and science vandalism directly influences the beauty of cities and their public functions, urban managers’ reaction to it is of utmost importance. Considering the aforementioned, in the present paper, it has been tried to study vandalism with a new bottom up perspective and considering the management of public and recreational places. Also providing a triple theory of vandalism evaluation we will try to categorize, explain and assess the possibility of various urban management reactions. Considering any spatial situation of vandalism, the triple theory is able to provide us with an appropriate reaction to this phenomenon through putting every act of vandalism in the table of case assessment. This theory is so useful specially knowing that the wasting of time and energy in urban management is irrecoverable. Therefore, through the present study, the researcher has tried to suggest some ways and strategies for the purpose of a better management of public and recreational places and urban environments.
