چكيده فارسي :
امنيت اجتماعي و حقوق شهروندي از جمله نيازهاي اساسي، حياتي و دائمي اجتماعات است و تحقق اين مهم، نيازمند شناخت مجموعه عواملي است كه در ايجاد و سلب آن نقش جدي دارند؛ از اين رو توجه به سرمايه ي اجتماعي- دارايي كه در ساختار روابط اجتماعي مستتر است، مي تواند در حل مسايل بغرنج اجتماعي به ويژه فرسايش امنيت اجتماعي، تأثير گذار باشند. پليس اجتماع محور با بيش‌ترين ميزان مشاركت شهروندان پا به عرصه گذاشته و از آن جايي كه زندگي اجتماعي بيش از هر چيز دست كم در حال حاضر با اجتماعات محلي منطبق است، بر اين اساس مي توان رابطه ي مستقيمي را از طريق ساز و كارها و مشاركت مردمي ميان پليس اجتماع محور و احساس امنيت با رعايت حقوق شهروندي در سطح محله برقرار كرد.
مردم تصميم ها و نظرهاي خود را از راه‌هاي گوناگوني؛ مانند: پيمايش، رفراندم، عريضه و يا گردهمايي هايي اظهار مي كنند كه صرف نظر از نوع يا روش اظهار نظر آنان، هر نظام اجتماعي نيازمند اين نوع تصميم هاي جمعي(مشاركت اجتماعي) اعضاي خويش است. بدين ترتيب، مشاركت اجتماعي، با توجه به اهميت آن در فرآيند افزايش امنيت و احساس امنيت در محله ها و در استفاده از تفرجگاه ها و همچنين به واسطه ي ارتباط بنيادي آن با مفاهيم جامعه شناسي؛ نظير: انسجام و نظم اجتماع، اعتماد، تعهد، مقبوليت و رضامندي اجتماعي واجد بررسي و تبيين شناخته مي شود.
چكيده لاتين :
Social security and citizenship rights are among the basic, critical and continuous
needs of communities and reaching them requires knowledge of the collection of
factors which play serious roles in its development and elimination; therefore,
paying attention to social asset-a valuable property hidden in social relations
structure- seems to be influential in resolving problematic social issues specially
the erosion of social security. Society based police has come to existence with
the highest level of citizens’ partnership and since social life is more than
anything in line with local communities, through peoples’ partnership there can
be a direct relationship between society based police and feeling of security with
observing citizenship rights throughout neighborhood.
People express their decisions and opinions through various ways such as:
survey, referendum, complaint and conferences which apart from the way of
expressing the opinions, each social system requires these kinds of collective
decisions (social partnership) of its members. Therefore, due to the importance
of social partnership in the process of increasing security and feeling of security
in neighborhoods and in using recreational places and also because of its
fundamental relationship with concepts of sociology such as: solidarity and order
of the society, trust, commitment, social acceptance and satisfaction, it is worth
being investigated and explained.
