ظهور عوامل غيردولتي تروريستي: تعهدات بين المللي و چالش افزايي نظارت بر منع سلاح هاي كشتارجمعي

Emergence of Non-State Terrorist Actors: International Obligations and the Challenge of Supervision over Weapons of Mass Destruction

در دهه هاي اخير ماهيت و طيف امنيت بين المللي در پرتو ظهور عوامل غيردولتي تروريستي و گسترش سلاح هاي كشتارجمعي متحول شده است؛ به گونه اي كه دسترسي عوامل غيردولتي تروريستي به سلاح هاي كشتارجمعي تبديل به يك تهديد جدي براي جامعه بين المللي شده است. نظر به آنكه چنين تهديدي در اسناد بين المللي منع سلاح هاي كشتارجمعي مورد توجه قرار نگرفته است، به تدريج جامعه بين المللي تدابير خاصي را براي پيشگيري از دسترسي عوامل غيردولتي تروريستي به سلاح هاي كشتارجمعي اتخاذ كرده است. پرسش اصلي اين است كه آيا تلاش هاي بين المللي موجب رفع كامل چالش هاي نظارتي در خصوص اين گونه عوامل غيردولتي شده است؟ اين مقاله با استفاده از روش توصيفي- تحليلي چالش هاي نظارتي در پيشگيري از دسترسي عوامل غيردولتي تروريستي به سلاح هاي كشتارجمعي را بررسي كرده و نتيجه مي گيرد كه رفع كامل اين چالش ها، مستلزم راهكارهايي همچون جهان شمول سازي تعهدات بين المللي، هماهنگي و همكاري كامل ميان دولت ها، نهادهاي بين المللي و مديران صنايع مربوطه در استانداردسازي حفاظت از سلاح هاي كشتارجمعي، مواد اوليه و تاسيسات آن ها است. در نهايت به عنوان يك راهكار اساسي، پذيرش يك كنوانسيون بين المللي خاص و جامع براي منع دسترسي عوامل غيردولتي تروريستي به سلاح هاي كشتارجمعي پيشنهاد مي گردد

In recent decades, the concept and nature of international security has been evolved through the emergence of terrorist non-State actors and the proliferation of weapons of mass destruction (WMD) so that access to WMD by such non-State actors has become a serious threat for the international community. The lack of provisions in international documents on the prevention of WMD to deal with such threat has made the international community to take special steps in preventing access to WMD by terrorist non-State actors. Notwithstanding these international efforts has not resulted in complete removal of supervisory challenges regarding such non-State actors. In this framework, this paper, using descriptive and analytical method, examines supervisory challenges in prevention of terrorist non-State access to WMD and concludes that the removal of these challenges requires globalization of international obligations, universal and complete co-ordination and co-operation among States, international organs and organisations and the managers of the respective industries in standardization of securing the WMD related materials and supervision over their establishment. As an essential strategy, adoption of a special and comprehensive international convention on the prevention of terrorist non-State actors to access WMD has been suggested in this paper.
