بررسي ابعاد جديد امنيت در دستوركار بين المللي مطالعه موردي اقدامات عملي دولت هاي سوئد،كانادا و ژاپن (2015-2018)

The changes of the Concept of Security in The International Agenda, with an Emphasis on The Sustainable Development Document and Practices of the States (2015-2018)

هدف اصلي اين پژوهش بررسي ابعاد جديد امنيت در دستوركار بين المللي با تاكيد بر سند «توسعه هزاره» و سند «توسعه پايدار» است، بنابراين سوال اصلي اين پژوهش آن است كه ابعاد جديد امنيت مطابق با اين دو سند كدام اند؟ و كدام كشورها به عنوان موفق ترين كشورها در اين زمينه عمل كرده اند؟ به همين منظور اين پژوهش در كنار بررسي تحول مفهوم امنيت در بعد نظري روابط بين الملل (گذار از مفهوم امنيت مضيق و محدود به امنيت موسع) به بررسي مطالعه موردي اقدامات عملي سه كشور ژاپن، سوئد و كانادا به عنوان موفق ترين دولت ها از سه قاره آسيا، اروپا و آمريكا در زمينه ابعاد جديد امنيت بر اساس گزارش سال 2018 سازمان ملل با عنوان «رتبه بندي كشورها براساس ميزان پيشرفت در اجراي اهداف سند توسعه پايدار» مي پردازد. چهارچوب نظري اين پژوهش آراء مكتب كپنهاگ به نمايندگي بري بوزان در جهت طرح مفهوم امنيت موسع مي باشد. يافته هاي اين پژوهش نشان مي دهد همراه با تحول مفهوم امنيت در بعد نظري ادبيات روابط بين الملل، در عرصه ي عملي نيز برخي از دولت ها گام هاي بسيار جدي در راستاي ابعاد جديد امنيت برداشته اند و بسيار موفق عمل كرده اند. اين پژوهش يك پژوهش توصيفي تحليلي و مبتني بر مطالعه موردي مي باشد و اطلاعات و داده ها از طريق منابع استنادي و مجازي جمع آوري شده است.

Security is one of the keywords of international relations which is used in both narrow and wide sense. The mainstream in international relations emphasizes the narrow security, In contrast, the Copenhagen school, represented by Buzan and his colleagues, introduced the notion of widespread security against narrow security into the literature of international relations. The concept of widespread security means a broader and more liberal conception of security, not limited to the physical security of the actors involved, and it includes military, political, economic, social and environmental security. This study aims to answer the question, whether changes in the concept of security in the subjective sense, were also present in practice and international instructions or not? To answer this question, the hypothesis of this study is that along with subjective changes in the concept of security, there were changes in practice and international instructions, for instance in the documents of sustainable development (2015) and practical actions of governments (2015-2018).Finally, the results of this study indicate that changes in the concept of security were present in international instructions and practical actions of governments, therefore the hypothesis of this study is confirmed. This study is descriptive-analytical, and it is based on documentation and analyzing the content.
