Future Study of Impelemantation of Education Nationl Policy in Horizon 1404

با توجه به گذشت بيش از 8 سال از زمان تصويب و ابلاغ سند تحول بنيادين نظام اموزش و پرورش و بروز نگراني‌هايي در باره تاخير در پيشرفت اجرا سند، مساله اصلي مقاله حاضر تحليل آينده اين سند‌، بعنوان مهمترين سند سياستي كشور در عرصه تعليم و تربيت است‌. لذا سوال اصلي مقاله آن است كه با توجه به نقش افريني بازيگران مرتبط‌، اجرا و پياده سازي سند در چه شرايطي قرار خواهد قرار گرفت‌؟ نظريه تحقيق سياستگذاري تكثرگرا و رويكرد تحقيق بازيگر محور بوده كه با روش‌هاي اكتشافي و خبره محور انجام شده و ابزار گردآوري اطلاعات دو پرسشنامه (ماتريس) محقق ساخته بوده است‌. تكنيك تحليل داده‌ها نيز نرم افزار سياست پژوهي و آينده پژوهي مكتور بوده است‌. پاسخگويان اين تحقيق نيز 35 نفر از مديران‌، خبرگان و سياست‌گذاران حوزه تعليم و تربيت كشور بوده‌اند .يافته‌ها نشان داد از 58 بازيگر اوليه مرتبط با سند، 14 بازيگر كليدي هستند كه در ميان آنها اجماع و توافق كاملي درباره مفاد ، اهداف و اجراي سند وجود ندارد .به عبارتي انسجام نهادي كافي ميان بازيگران كليدي براي اجرا سند برقرار نيست‌. همچنين در باره اهداف يا مسايل يا محورهاي اصلي سند تحول نيز سازگاري كاملي ميان عاملان و نهادها وجود ندارد‌. به عبارتي هرچند نهادها مخالفتي با مضامين سند ندارند اما اصرار‌، اهتمام و جديتي كه براي اجرا و پياده‌سازي اين سند ملي در افق پيش‌رو لازم است را ندارند‌. لذا پيش‌بيني مي‌شود در افق پيش‌رو‌، اجرا و پياده‌سازي سند با چالش‌هاي اساسي از سوي نهادها و بازيگران روبرو شود و نهاد متولي (شوراي عالي آموزش و پرورش ) لازم است با ايجاد مفاهمه سياستي و سازگاري نهادي زمينه ايجاد توافق و هماهنگي بيشتر را فراهم آورد .

More than 8 years have passed since the agreement and announcement of the document on the Fundamental Reform Document of Education system and concerns have been raised about delays in the implementation of the document. The main issue of this article is the future analysis of this document as the most important policy document of the country in the field of education. Therefore, the main question of the article is that according to the role-playing of the relevant actors, how the document would be implemented? The theory of this research is pluralistic policy-making and its approach is actor-centered, which was done with exploratory and expert-oriented methods. The data collection tool was two questionnaires (matrices) of research. The data analysis technique was MACTOR as a policy, research, and futures study software. The subjects consisted of 35 managers, experts, and policy makers in the field of education. The results showed that out of the 58 initial actors involved in the document, 14 are key actors, among whom there is no total agreement on the provisions, goals, and implementation of the document. In other words, there is not enough institutional cohesion among the key actors to execute the document. In addition, there is no general agreement between the actors and institutions about the goals or issues or the main axes of the Fundamental Reform of the Document. In other words, although the institutions do not oppose the contents of the document, they do not have the insistence and seriousness that is necessary for the implementation of this national document in the future. Therefore, it is predicted that in the future, the implementation of the document will face major challenges from institutions and actors, and the responsible institution (Supreme Education Council) is required to create a policy agreement and institutional compatibility to provide more agreement and coordination.
