تمدن به معناي پيشرفت­ هاي فيزيكي و مظاهر رفاه اجتماعي، زائيده نياز، عقلانيت و خلاقيت آدمي است و فرهنگ يعني مجموعه باورها، ارزش­ها و سنت­ها مي تواند علاوه بر جهت دادن، عامل موثري در ارتقاء و ماندگاري آن تمدن و جامعه باشد. در اين ميان، منش حاكمان و عملكرد اخلاقي آنها در پيشرفت و يا عقب ماندگي جامعه و تمدن بشري بسيار تاثير گذار است. بنا بر آموزه هاي قرآني و روايي، رهبران و كارگزاران جوامع اسلامي اگر متخلق به اخلاق انساني و با ارزش هاي الهي آشنا و در مراودات خود با آحاد مردم بدآنها پايبند باشند، شهرونداني سرشار از آرامش رواني، همدلي و همياري، برخوردار از حقوق مشروع و مستعد رشد و كمال مادي و معنوي را سامان خواهند داد و پيوستگي اين جوامع سالم و پويا، تمدني شكوهمند و ماندگار را به ارمغان خواهد آورد. تعبير قرآني« ولايت » در مورد حاكميت و نيز تعبير«ولي » در مورد حاكم، گواهي است بر اين حقيقت كه حاكمان اصيل جوامع اسلامي بايد در كنار شايستگي هاي عملي و اجرايي، از نوعي كاريزما نيز در ميان شهروندان جامعه خود برخوردار باشند و البته اين تاثير گذاري معنوي، جز با آراسته بودن ايشان به ارزش هاي اخلاقي حاصل نخواهد شد.

In the meantime, the character of the rulers and their moral performance are very influential in the progress or backwardness of human society and civilization. According to the Qur'anic teachings and narrations, the leaders and agents of Islamic societies, if the creators are familiar with human morality and divine values ​​and adhere to their bad people in their dealings, are citizens full of peace of mind, empathy and cooperation, have legitimate rights and They will be prone to material and spiritual growth and perfection, and the continuity of these healthy and dynamic societies will bring about a glorious and lasting civilization. The Qur'anic interpretation of "Wilayah" about sovereignty and the interpretation of "Wali" about the ruler is a proof of the fact that the genuine rulers of Islamic societies, in addition to practical and executive competencies, must also have a kind of charisma among the citizens of their society. This spiritual influence will not be achieved except by adorning them with moral values.
