يكي از سطوح مهم امنيت، امنيت ملي است؛ مسئله مرجع امنيت ملي نيز داراي جايگاه مهمي در نظريات امنيتي خواهد بود. از آنجا كه اسلام ديني جامع و در همه ابعاد زندگي انسان، صاحب نظريه است، سؤال اين است كه نظر اسلام در مورد مرجع امنيت ملي چيست. براي پي‌بردن به ايده شريعتِ اسلامِ راستين، بايد از مسير فقه شيعه گذر كرد. يكي از فقهاي اماميه آيت‌الله خامنه‌اي است كه داراي جايگاه منحصربه‌فرد اجتماعي و سياسي بوده؛ لذا انديشه فقهي ايشان داراي پشتوانه عظيم چنين تجربه‌اي است. مسئله‌ي مقاله حاضر، چيستي مرجع امنيت ملي از منظر فقهي آيت‌الله خامنه‌اي است. اين پژوهشِ بنيادي و اكتشافي در صدد است با روش استنباط استنادي، سخنان و مكتوبات رهبر انقلاب را بررسي نموده؛ با ملاك‌هايي نظير تصريح، تأكيد، تكرار و ...، مرجع امنيت ملي را از بين مهم‌ترين موضوعات امنيتي، به‌دست آورد. ازآنجاكه محور امنيت در اين نوشتار، انسان و حقوق اوست، شاكله بحث بر اساس تقسيم به حقوق متصل بنيادين و حقوق متصل روبنايي و حقوق منفصل طراحي گرديده و بر طبق يافته‌هاي تحقيق حاضر، از بين سه مورد مذكور به ترتيب سه موضوع اسلام، ثبات كشور و استقلال، داراي اهميت بيشتر بوده و از بين اين موارد، اسلام، چه در قالب ايمان و باور ملي و چه ايدئولوژي نظام سياسي، داراي اولويت بيشتر و مرجع امنيت ملي از منظر رهبر انقلاب اسلامي است و دو موضوع ديگر نقشي مقدمي و اجتناب‌ناپذير نسبت به آن دارند.

The issue of the present article is what is the source of national security from the jurisprudential point of view of Ayatollah Khamenei. This fundamental and exploratory research seeks to examine the words and writings of the Supreme Leader of the Revolution by means of citation inference; With criteria such as clarification, emphasis, repetition, etc., the national security authority was obtained from among the most important security issues. Since the axis of security in this article is human beings and their rights, the structure of the discussion is designed based on the division into fundamental connected rights, superficial connected rights and separate rights. According to the findings of the present study, among the three mentioned issues, Islamic stability an‎d independence is more important and among these cases, Islam, both in the form of national faith and ideology and the ideology of the political system, has a higher priority and a source of national security from the perspective of the Supreme Leader of the Islamic Revolution and the other two issues To have it.
