بحران كرونا و برنامه آلمان در رياست دوره‌اي بر شوراي اتحاديه اروپا

The Corona Crisis and Germany's presidency of the Council of the European unio‎n

جهان پساكرونا تحت ­تأثير ملي ­گرايي سياسي و اقتصادي، رقابت در توليد و توزيع واكسن و تقويت گفتمان جديد نظم جهاني با تحولات جديدي روبرو است. مطالعه تأثير متقابل اين تحولات بر برنامه آلمان در رياست دوره‌اي بر شوراي اتحاديه اروپا در نيمه دوم 2020، به عنوان نخستين سياست برنامه­ريزي شده اروپايي پس از كرونا، در فهم اثرات اين پديده ضروري است. بررسي محتوايي اظهارات مقامات آلمان و برنامه­ هاي آنها در حوزه‌هاي مختلف بويژه اقتصادي و سياست خارجي، نگارندگان اين مقاله را در پاسخ به اين پرسش اصلي ياري مي‌كند كه «بحران كرونا چگونه و چه تأثيراتي بر رياست دوره‌اي آلمان بر شوراي اروپا گذاشته است؟» اين پژوهش از نوع كيفي و با استراتژي قياسي است و با بررسي تغييرات صورت گرفته در برنامه مديريت اروپايي آلمان به اين نتيجه رسيده كه اين كشور درصدد است از «مديريت بحران كرونا» در دوره رياست به عنوان فرصتي براي ترميم و تقويت رهبري اقتصادي و اخلاقي خود و تقويت جايگاه سياسي خود در صحنۀ بين­الملل در دوران پساكرونا استفاده كند. جمهوري اسلامي مي‌تواند از اين فرصت براي مديريت سياست‌هاي ضدايراني قدرت‌هاي اروپايي و شكل دادن به همكاري موثر چندجانبه و كاهش انتقاد از نقش منطقه‌اي ايران استفاده كند.

Under the influence of political and economic nationalism, competition in the production and distribution of vaccines, and the strengthening of the new discourse of world order, the post-Coronation world is undergoing new developments. In the meantime, it is necessary to study the interaction of these developments on the German program in the presidency of the Council of the European unio‎n in the second half of 2020, as the first planned European policy after Corona, to understand the effects of this phenomenon. At the same time as chairing the Security Council as a non-permanent member, the presidency has provided a unique opportunity for the country to strengthen its role in Europe and the international arena. Content review of the statements of German officials and their plans in various fields, especially economic and foreign policy, helps the authors of this article to answer the main question: "How and what effects has the Corona crisis had on the Council of Europe?" This descriptive and analytical study concludes that Germany seeks to use "Corona Crisis Management" as an opportunity to repair and strengthen its economic and moral leadership and to strengthen its political position in line with "more responsibility" policies.
