The Impact of the Coronavirus Crisis on European unio‎n Solidarity

با توجه به اينكه همبستگي روح فرآيند همگرايي اروپا در دوران بعد از جنگ جهاني دوم محسوب مي‌شود. اين مقاله در صدد پاسخگويي به اين پرسش است كه بحران كرونا ويروس سال 2020 چه تاثيري بر همبستگي اروپا داشته و ضعف يا فقدان اين همبستگي چگونه فرايند همگرايي اروپا را تحت تاثير قرار داده است؟ فرضيه اين است كه ضعف همبستگي اروپايي در مقابله با بحران كرونا موجب تشديد رويكردهاي ملي‌گرايانه در كشورهاي عضو اتحاديه اروپا شده است و تشديد شكاف‌ها در اروپا و نيز بي‌توجهي به دستاوردهاي فراملي، اين اتحاديه در پي داشته است. يافته‌هاي مقاله نشان مي‌دهد مواردي همچون نااميد شدن شهروندان اروپايي از وجود همبستگي، تشديد گرايش به سمت سياست‌هاي ملي‌گرايانه، تشديد شكاف‌هاي شمال و جنوب و مركز- پيرامون در اروپا و خدشه‌دار كردن ايده اروپاي بدون مرز از مهمترين تاثيرات بحران كرونا بر همبستگي اتحاديه اروپا است. اتحاديه اروپا در واكنش به اين بحران با استفاده از تجربيات بدست آمده از مديريت بحران‌هاي قبلي، تقويت حكمراني را مورد توجه قرار داده تا با توسل به آن بتواند تاب‌آوري خود را هر چند با هزينه سياسي بالا افزيش دهد.

Given that solidarity is at the heart of the European integration process in the post-World War II era, this article seeks to answer the question of how the Coronavirus crisis of 2020 affected European solidarity and how the weakness or lack of solidarity in the European integration process Affected? The paper based on this assumption examines the fact that the weakness of the European solidarity in the face of the Coronavirus crisis has exacerbated nationalist approaches in EU member states, thus exacerbating divisions in Europe and neglecting the EU's transnational achievements. Findings from the article show that European citizens are frustrated by the existence of solidarity, the intensification of nationalist policies, the widening of the gaps between the north and the south are the most important effects of the Corona Crisis on the solidarity of the European unio‎n.In response to the consequences of this crisis, the European unio‎n is using the experience gained from the management of previous crises to strengthen governance and increase its resilience, albeit at a high political cost.
