Russia-EU Strategic Game in the Ongoing Conflict in Abkhazia

دولت دوفاكتوي آبخازيا به رغم اينكه به لحاظ بين المللي در انزوا قراردارد به لحاظ داخلي نسبتا پايدار بوده و در انجام كارويژه هاي داخلي خود موفق عمل نموده كه بخش بزرگي از اين موفقيت را مديون حمايت هاي همه جانبه روسيه است. آرمان و آرزوي مردم آبخازيا را استقلال از تفليس و مسكو و تعامل آزاد با جهان گسترده تر به ويژه اروپا به مثابه دولتي داراي حق حاكميت تشكيل مي دهد. هدف اصلي مقاله حاضر را كشف راهبرد مسكو و بروكسل براي پيروزي در مناقشه آبخازيا و تأثير آن بر تداوم اين مناقشه تشكيل مي دهد. پرسش اصلي نيز اينگونه مطرح شده است كه «روسيه و اتحاديه اروپايي براي پيروزي در مناقشه آبخازيا چه راهبردي را درپيش گرفته اند؟» فرضيه توصيفي كه مقاله در صدد آزمون آن برآمده اين است كه «روسيه و اتحاديه اروپايي براي پيروزي در مناقشه آبخازيا صبر راهبردي را در دو جهت متضاد درپيش گرفته اند؛ مسكو در انتظار ايجاد تحول ساختاري و زيربنايي در جامعه و حكومت گرجستان و بروكسل در انتظار اثربخشي تحريم هاي غرب بر روسيه است». مقاله حاضر از نوع كيفي بوده و برپايه روششناسي توصيفي-تبييني انجام پذيرفته است. يافته هاي پژوهش نيز ضمن تأييد فرضيه اين نتيجه را به همراه داشته اند كه با توجه به راهبرد انتظار دو بازيگر اصلي مناقشه آبخازيا، محتمل ترين گزينه تا آينده قابل پيشبيني «تداوم وضعيت موجود همراه با ايستايي و انزواي بيشتر» خواهدبود كه زمان در آن عليه راهبرد اتحاديه اروپايي جريان دارد، هرچند ضرورتا به معناي منفعت روسيه نيست.

In spite of being internationally isolated, the de facto government of Abkhazia has been relatively stable and successful in carrying out its internal functions, a large part of it being due to the full support of Russia. The aspiration of the Abkhazian people is independence from Tbilisi and Moscow as well as free interaction, as a sovereign state, with the wider world, and in particular Europe. The main purpose of this paper is to discover the strategy of Moscow and Brussels to win the Abkhazian conflict and the following impacts on the continuation of this conflict. The question addressed here is: "What are the strategies of Russia and the European unio‎n to win the conflict in Abkhazia? “The descriptive hypothesis this paper is to examine is: "Russia and the European unio‎n have exercised strategic patience to win the Abkhazian conflict in two opposite directions: Moscow is looking forward to structural and infrastructural development in the society and the government of Georgia and Brussels are waiting on the Western sanctions to begin to bite Russia. “The paper is of qualitative type and is conducted utilizing a descriptive-explanatory methodology. The findings of the study confirm the hypothesis and also conclude that, considering the expectation strategy of the two main actors in the Abkhazian conflict, the most likely option for the foreseeable future is "continuation of the status quo with more stagnation and isolation,” in which time is running out against the EU strategy, although it does not necessarily mean fulfilling Russia's interests.
