مطالعه رابطه شاخص هاي شفافيت و پاسخگويي و كنترل فساد بر شاخص رفاه لگاتوم مطالعه كشورهاي حوزه سند چشم انداز توسعه كشور

Investigating the relationship between transparency and accountability indicators and controlling corruption on the Legatum welfare index.

هدف اصلي اين مطالعه بررسي تاثير شاخصهاي شفافيت ، پاسخگويي دولت و كنترل فساد بر شاخص رفاه لگاتوم در كشورهاي منتخب (كشورهاي حوزه سند چشم انداز توسعه كشور) طي سالهاي 2000تا 2018 مي باشد. براي اين منظور از داده هاي آماري بانك جهاني براي متغيرهاي مستقل و داده هاي موسسه لگاتوم براي شاخص رفاه لگاتوم استفاده شده است مدل تحقيق با استفاده از تكنيك داده هاي تابلويي تخمين زده شده است. نتايج نشان دادكه بين شاخص فساد اداري و شاخص رفاه لگاتوم رابطه منفي و معني دار وجود دارد همچنين بين فساد قانوني و شاخص رفاه لگاتوم ارتباط معني دار و منفي مشاهده شد؛ اما بين فساد سياسي و شاخص رفاه لگاتوم ارتباط معني داري مشاهده نگرديد؛ همچنين بين شاخصهاي شفافيت و پاسخگويي دولت با شاخص رفاه لگاتوم هم رابطه مثبت و معني دار وجود دارد ؛ از اين رو مهم ترين توصيه سياستي اين مطالعه براي نيل به اهداف سند چشم انداز كشور ارتقاي شاخصهاي نهادي ازجمله بهبود قوانين و مقررات و ساختارهاي پاسخگويي مي باشد علاوه بر اين مبارزه سيستماتيك با فساد و باز تعريف فساد در قوانين و تعيين حدود و ثغور مسوليت اجتماعي و اختيارات مديران محلي و تفويض اختيار به آنان تو صيه مي گردد.

The main purpose of this study is to investigate the effect of transparency indicators, government accountability and corruption control on the Legatum welfare index in selected countries (countries in the field of the country's development vision document) during the years 2000 to 2018. For this purpose, the World Bank's statistical data have been used for independent variables and the Legatum Institute data for the Legatum welfare index. The research model has been estimated using panel data technique. The results showed that there is a negative and significant relationship between administrative corruption index and Legatum welfare index. Also, a significant and negative relationship was observed between legal corruption and Legatum welfare index; But there was no significant relationship between political corruption and the Legatum welfare index; There is also a positive and significant relationship between transparency and government accountability indicators and the Legatum welfare index; Therefore, the most important policy recommendation of this study to achieve the goals of the country's vision document is to improve institutional indicators, including improving laws and regulations and accountability structures. an‎d the authority of the local managers and the delegation of authority to them is expressed.
