چكيده فارسي :
ماهيت قانون اساسي يك كشور و امكانات قانوني ناشي از آن از يك طرف و عملكرد سياستگذاران، مجريان و ناظران قانون از طرف ديگر، مي تواند نقشي سرنوشت ساز در توسعه كشور داشته باشد . در قانون اساسي جمهوري اسلامي ايران كه ملهم از آموزه هاي دين اسلام است، ضمن تاكيد بر رعايت تعادل ميان نيازهاي مادي و معنوي و رعايت موازين و ضوابط اسلامي در همه امور كشور، بر پيشرفت همه جانبه كشور تاكيد شده است. اينكه چه ظرفيت هاي قانوني براي توسعه سياسي وجود دارد؟ سوالي است كه ما را به راهكارهاي دقيق و قابل تحقق براي نيل به توسعه سياسي مي رساند.بر همين اساس مسيله اصلي اين پژوهش شناسايي صورت بندي توسعه سياسي در قانون اساسي ج.ا.ايران است كه به ظرفيت ها و امكانات قانوني توسعه سياسي پرداخته است. امكانات و ظرفيت هايي كه مسيله اصلي، به فعليت رساندن آنهاست. براي اين منظور با استفاده از روش تحليل مضمون شبكه اي، مضامين مرتبط با توسعه سياسي در قانون اساسي شناسايي و تحليل شده است. قانون اساسي ج.ا.ايران، با تاكيد بر مفاهيمي مانند حاكميت مردم در طول حاكميت خداوند، نظارت پذيري همه اركان حاكميت، مشاركت سياسي موثر، تامين آزادي هاي سياسي- اجتماعي و ارتقاي سطح آگاهي هاي عمومي، زيربناي قانوني را براي ايجاد توسعه سياسي فراهم كرده كه بايد از سوي حاكميت و مردم مورد پذيرش و عمل قرار گيرد.

The nature of a country's constitution and the resulting legal possibilities, on the one hand, and the performance of policymakers, law enforcers, and lawmakers, on the other hand, can play a crucial role in the development of the country. The Constitution of the Islamic Republic of Iran, which is inspired by the teachings of Islam, while emphasizing the balance between material and spiritual needs and the observance of Islamic norms and standards in all matters of the country, emphasizes the comprehensive progress of the country. What legal capacities are there for political development? It is a question that leads us to a precise and achievable solutions to achieve political development.
Accordingly, the main issue of this research is to identify the formulation of political development in the Constitution of the Islamic Republic of Iran, which deals with the legal capacities and possibilities of political development. Facilities and capacities that the main issue is to implement them. For this purpose, using the method of network content analysis, themes related to political development in the constitution have been identified and analyzed. The Constitution of the Islamic Republic of Iran, with its emphasis on concepts such as the sovereignty of the people during the reign of God, the oversight of all pillars of sovereignty, effective political participation, the provision of socio-political freedoms and the promotion of public awareness, provides the legal basis for political development that must be accepted and acted upon by the government and the people.
