تحليل نتايج انتخابات دوره يازدهم مجلس شوراي اسلامي در پرتو قاعده اكثريت

The Analysis of the Results of the Iranian 11th Parliament Election in light of the Majority Rule

نتايج انتخابات در نظام مردم سالار گوياي ميزان مطلوبيت زمامداري و اصالت سازوكار انتخاباتي جهت تحكيم حاكميت ملي و انعكاس اراده عمومي است. در اين راستا، قاعده اكثريت در جهت تحقق آرمان هاي مردم-سالاري و تصميم سازي جمعي نقش مهمي ايفا مي نمايد. پژوهش با هدف شيوه تاثير گذاري اين قاعده بر دستيابي به نمايندگي پرمعنا و اصيل، تضمين مفهوم حاكميت ملي، انديشه چندصدايي در زمامداري و تحليل و سنجش نظام انتخاباتي و نتايج دوره يازدهم مجلس شوراي اسلامي در انطباق با اصول و قواعد مطلوب انتخاباتي و قاعده اكثريت انجام شده است. نتايج بدست آمده از تحليل موضوع و استخراج نتايج با استفاده از شيوه آماري، توصيفي و تحليلي، نشان مي دهد كه نظام راي گيري انتخابات مجلس به دليل اتخاذ شيوه راي گيري نامتجانس، منجر به مشاركت پايين شهروندان شده و نرخ شاخص نمايندگي پايين نمي تواند گوياي نمايندگي جمعي و عصاره اراده ملت و تركيبي از اكثريت همه ذينفعان اجتماعي باشد و همچنين مويد اين امر است كه مجلس يازدهم در انطباق با قاعده اكثريت، نمايندگي پرمعنا و اصيل شكل نگرفته و نيازمند اصلاح نظام انتخاباتي در مسير حداكثري سازي مشاركت مردم و ايجاد زمينه مساعد براي رقابت منصفانه است.

In democratic system, election results indicate the rate of the governing utility and originality of election-oriented mechanisms in consolidation of national sovereignty and reflection of public will. In this regard, majority rule plays an important role in actualization of democratic ideals and collective decision-making. Aiming at analysis on influencing the majority rule in accessing to the highly meaningful and original representation, guaranteeing the concept of national sovereignty, notion of polyphonicism in governing, investigation on election-oriented system and the results of 11th Iranian Parliament in conformity with principles and utile election-oriented rules and majority rule, the current paper has been conducted. The gained results emanated from topic analysis and extraction of data by resorting to the statistical, descriptive and analytical method demonstrates that the voting system of the Iranian Parliament, due to employing heterogeneous method of voting leading to low rate of participation and also low rate of the highly meaningful representation criterion, cannot be indicator of real representation, national will symbol and synthesis of all social beneficiaries. The results also indicate that the 11th Parliament has not been shaped in conformity with majority rule and meaningful representation. Consequently, for maximizing people participation and paving way of just competition, the election system should be revised.
