تاملي بر مفهوم و مباني دولت كمال گرا

A thinking on the concept and foundations of perfectionist state

ويژگي ها و نيازهاي پيچيدۀ انسان، وي را همواره در مسير پي ريزي و طراحي الگويي خاص براي زندگي قرار مي دهد و هر فرد حسب ظرفيّتها،استعدادها و مطلوب خويش، از برداشتها و تلقّي هاي خاصي از«خير» پيرويكرده و به زندگي اش معنا مي بخشد. دين،اخلاق،فرهنگ، هنر و تجربيّات زيبايي شناختي، حوزه هايي هستند كه ميتوانند برداشت هاي زندگي مطلوب را براي افراد جامعه تعريف كنند. درعين حال، ضرورتهاي اجتناب ناپذيرِ زيست جمعي و نقش انكارناپذيرِ زمينه ها و نهادهاي اجتماعي چون «دولت» درحيات انسان موجب شده تا سنجشِ حدودِ صلاحيت دولت درتعيين الگوي خير شهروند به يكي از دغدغه هاي خاطر انديشمندان بدل شود. درباب اين مسئله ، كمال گرايي ، رويكردي مهم درتاريخ انديشه هاي اخلاقي سياسي به شمارمي رود كه براساس بينش خاص خود به انسان و هويت وي و با هدف اشاعۀ فضيلت، رسالت دولت در قبال خير و نقش تربيتيِ اين نهاد را تحت عنوان «دولت كمال گرا»خاطرنشان مي سازد.مقالۀ حاضر تلاش نموده با بررسي مباني نظريِ كمالگرايي،همچون ايدۀ تقدّم خير برحق و رويكرد مخالف يعني بيطرفي دولت، به تحليل مفهوميِ دولت كمال گرا بپردازد.نگارنده اتّخاذ راهبرد «اِقناع» به جاي «اجبارِ» گزينه هاي خير و احترام حكومت به تكاپوي نهادهاي مدني درپيگيريِ برداشتهاي زندگي مطلوب را، نافيِ برخي آثاركمال گرايي همچون تظاهرِ غيرصادقانه به رعايتِ گزينه هاي خيرِ دولتي و رواج خشونت و بي ثباتي مي داند.

Special features and needs of human, always places him at the line of planning and pursuance a conception of the good and each person according to his or her talents and demands, choices one model of the good life and grants value to his or her life. Religion, ethics, culture, art and aesthetic experiences are topics that define the conceptions of the good life for the people. In spite of all that, necessity of social life and the role of social contexts and structures like state in human life, causes that assessment the role of state in discretion citizen’s good life, become a mental disturbance for thinkers. In this matter, Perfectionism is an important approach in the history of moral and political thoughts that based on it’s insight to human and his identity and with the aim of propagation of virtue, point out state’s responsibility about the good and It’s training role and this thesis want to analysis this approach. The author has carried to account - replace convincing policy with compulsion the conceptions of the good and respect to non-governmental organizations activities - as a useful method to overthrow the effects of perfectionism like pretence to observe governmental conceptions and prevalence the harshness and social instability.
