چالش هاي حقوقي-اقتصادي ارزهاي مجازي براي نظام هاي سياسي در پرتو نظريه جايگزيني

Legal-Economic Challenges of Virtual Currencies on Political Systems in the Light of Alternative Theory

ارزهاي مجازي را مي­ توان نمونه­ اي از فن­ آوري ­هاي نوظهور دانست كه از چالش ­هاي حقوقي-اقتصادي بسياري براي نظام­ هاي سياسي برخوردارند. بخش عمده­ اي از اين چالش­ ها، به كاركردهاي متنوع اين ارزها بازمي­ گردد كه قابليت جايگزيني با ساختارهاي موجود را دارند. يكي از كاركردهاي مهم ارزهاي مجازي، از جمله بيت ­كوين، كاركرد پولي آنها است. در اين راستا، توسعه ­دهندگان اين ارز مجازي در چارچوب «نظريه جايگزيني» در تلاش­ اند تا با ايجاد زمينه ­هاي لازم، ساختار اين رمزارز را جايگزين ساختار پولي موجود در سطح ملي و فراملي نمايند. امري كه مي ­تواند با توجه به جايگاه تحولات اقتصادي در زندگي جمعي، زمينه ­ساز مناقشات اساسي در بدنه نظام ­هاي حاكم باشد. بر اين اساس، پاسخ به پرسش ­هاي مهمي انجام پژوهش حاضر را اجتناب­ ناپذير كرده است. نخست؛ آيا اساساً از حيث مفهومي مي توان ارزهاي مجازي، از جمله بيت­ كوين، را پول محسوب كرد؟ دوم؛ مواجهه اين چنين ارزهايي با انتقادات موجود به چه صورتي خواهد بود و مزيت­ هاي پولي آنها چيست؟ پاسخ به اين پرسش ­ها در چارچوب نظام­ هاي سياسي مي ­تواند در تبيين و بررسي مخاطرات واقعي و احتمالي براي نظام­ هاي حاكم راه­گشا باشد. امري كه نه تنها از بعد سياسي حتي از بعد امنيتي نيز قابل توجه است. بر اين اساس، در پژوهش حاضر با روشي كيفي و گردآوري و تحليل داده­ هاي كتابخانه ­اي به تحليل مباحث مزبور پرداخته مي ­شود.

Virtual currencies can be seen as an example of emerging technologies that have many legal-economic challenges for political systems. Most of these challenges are due to the diverse functions of these currencies, which can be replaced by existing structures. One of the important functions of virtual currencies, including bitcoin, is their monetary function. In this regard, the developers of this virtual currency are trying to replace the cryptocurrency structure with the existing monetary structure at the national and transnational levels by creating the necessary contexts within the framework of "alternative theory". Which, given the place of economic change in collective life, can be a source of fundamental controversy in the body politic. Accordingly, answering important questions makes the present study unavoidable. First; Can virtual currencies, including bitcoin, be considered fundamentally conceptual? Second; What will be the face of such currencies with the existing criticisms and what are their monetary advantages? Answering these questions in the context of political systems can be helpful in explaining and examining the real and potential risks to the ruling systems. This is significant not only politically but also security-wise. Accordingly, in the present study, the mentioned topics are analyzed by qualitative method and collection and analysis of library data
