طراحي الگوي توسعه ايران با استفاده از روش دلفي

Iran's development model design by using Delphi method

هدف اين پژوهش طراحي الگوي توسعه مناسب ايراني در راستاي دستيابي به الگوي ايراني-اسلامي پيشرفت با استفاده از روش تحقيق دلفي و نظريه هاي كاملا بومي نظريه پردازان ايران بوده است. مطلعين پژوهش شامل تمام كساني بود كه در حوزه توسعه صاحبنظر بوده و در اين زمينه داراي كتاب ، مقاله و يا اثر پژوهشي بودند كه با استفاده از روش نمونه گيري هدفمند و اطلاعات محور تعداد 15 نفر از اين افراد به عنوان مشاركت كننده انتخاب شدند . نتايج حاكي از آن بود كه صاحبنظران مشاركت كننده در اين تحقيق فقدان حاكميت علم ، فقدان حاكميت قانون و وجود دولت رانتير سبب شده است تا توسعه واقعي در ايران به وجود نيايد. با توجه به نتايج حاصل از دلفي و لحاظ كردن شرايط و ويژگيهاي خاص كشور : مشخص كردن كارگزار اصلي توسعه در كشور ، ايديولوژي زدايي از ساحت برنامه ريزي و سياستگذاري كشور ، ايجاد يك قوه قضاييه مستقل و كارآمد ، مشاركت گسترده مردم در امور مربوط به اداره جامعه و روي كار آمدن يك دولت توسعه گرا كه استراتژي حكمراني خوب را به كار گيرد ، مهم ترين اقدامات پيشنهادي تحقيق براي دستيابي ايران به توسعه مي باشد، نتايج تحقيق نشان دادند از منظر متخصصين الگوي توسعه ايراني از منظر قانوني مشكل خاصي ندارد و با قوانين فعلي دستيابي به توسعه مطلوب امكان پذير مي باشد.

The aim of study was to design a suitable Iranian development model in order to achieve the Iranian-Islamic model of progress by using Delphi research method and completely indigenous theories of Iranian theorists. The informants of research include all those who were experts in the field of development and had books, articles or research works in this field, which were selected 15 person as participants by using the purposeful and information-driven sampling method. The results showed that factors like; the lack of knowledge of the rule of law, the lack of the rule of law, the existence of the rentier state in country have caused real development in Iran. Specifying the specific conditions and characteristics of the country: identifying the main agent of development in the country, de-ideologizing country's planning and policy-making, creating an independent and efficient judiciary system, broad public participation in state and the establishment of a developmental state with a good governance strategy that use the most important research initiatives to achieve Iran development model. The results of the research also showed that the Iranian development model has no particular legal dilemma and country development is possible with the current laws and lawsystem.
