نقش صيانتي و پيشگيرانه فرماندهان و مديران در كاهش جرائم كاركنان فرماندهي انتظامي استان مازندران

The protective and preventive role of commanders and managers in reducing the crimes of the employees of the Disciplinary Command of Mazandaran Province

زمينه و هدف: اين پژوهش با هدف شناخت نقش صيانتي و پيشگيرانه فرماندهان و مديران در كاهش جرائم كاركنان انجام شد. پژوهشگر در اين پژوهش به دنبال آن است تا سهم و اولويت هريك از نقش‌هاي مراقبتي، ممانعتي و مقابله اي فرماندهان را در صيانت كاركنان و كاهش سطح ارتكاب جرم در نيروي انتظامي تبيين كند. روش: اين پژوهش از نظر هدف كاربردي و از نظر روش، توصيفي- پيمايشي است. ابزار جمع آوري پژوهش پرسش‌نامه محقق ساخته بوده و پايايي آن با استفاده از ضريب آلفاي كرونباخ مقدار 0.89 برآورد شد. براي تجزيه و تحليل يافته‌ها از نرم افزار spssو آزمون‌هاي فريدمن، استفاده شد. جامعة آماري اين پژوهش شامل 485 نفر از كاركنان ستاد فرماندهي انتظامي استان مازندران بوده كه برابر محاسبه ها، حجم نمونه پژوهش تعداد 214 نفر تعيين شد. يافته‌ها و نتيجه‌گيري: بر اساس نتايج به‌دست آمده؛ ناكارآمدي و تسلط ناكافي كاركنان بر حيطة وظايف و اختيارات قانوني بالاترين دليل مبني بر ضرورت اعمال نقش مراقبتي؛ وجود برخي ضعف ها و خلاءهاي قانوني زمينه ساز جرم بيشترين دليل براي اعمال نقش ممانعتي و واداركردن كاركنان به انجام برخي اقدام‌هاي خلاف بالاترين دليل ضرورت اعمال نقش مقابله اي فرماندهان و مديران در كاهش جرم توسط كاركنان هستند و در نتيجه‌گيري نهايي براساس مقايسه كاي مربع فريدمن هريك از پرسش‌ها، مشخص شد كه بيشترين نقش مؤثر فرماندهان و مديران در كاهش ارتكاب جرم توسط كاركنان مربوط به نقش مقابله اي605/245، نقش ممانعتي58/113و نقش مراقبتي295/67 در مرحله سوم و نقش پايين ترين تأثير را دارد.

Background and Aim: In this study, the researcher seeks to explain the role and priority of each of the commanders' surveillance, deterrence and confrontation plans in protecting employees and reducing the level of crime in the police force. Method: This research is applied in terms of purpose and descriptive-survey in terms of method. The research collection tool was a researcher-made questionnaire and its reliability was estimated to be 0.89 using Cronbach's alpha coefficient. SPSS software and Friedman tests were used to analyze the findings. The statistical population of this study included 485 employees of the police headquarters of Mazandaran province. According to the calculations, the sample size of the study was 214 people. Findings and Conclusion: Based on the results obtained; Inefficiency and insufficient mastery of employees in the field of legal duties and powers is the highest reason for the necessity of exercising a caring role; Existence of some weaknesses and legal gaps underlying the crime is the most common reason for acting as a deterrent and forcing employees to take some wrongdoing. The highest reason is the necessity of exercising the confrontational role of commanders and managers in reducing crime by employees. From the questions, it was found that the most effective role of commanders and managers in reducing crime by employees is related to the confrontational role of 245/605, the preventive role of 113.58 and the care role of 67.229 in the third stage and the lowest role.
