تحليل روابط دولت و جامعه و نقش آن در شكل‌گيري مسائل اجتماعي و وضعيت آنوميك در جامعه

Analysis of changes in the types of State-Society relations in the formation of social issues and the occurrence of anomic status

اين مقاله به شيوة تحليلي، انواع روابط دولت و جامعه را در شكل‌گيري مسائل اجتماعي مورد بررسي قرار مي‌دهد. هدف اصلي مقاله تحليل نقش دولت و جامعه، و ظرفيت‌هاي دولت در قبال جامعه و ظرفيت‌هاي جامعه در همكاري و هم‌افزايي با دولت در مواجه با مسائل اجتماعي است. فرض مقاله اين است چنان‌چه روابط دولت-جامعه در همكاري با يكديگر دچار بي‌ثباتي، ازهم‌گسيختگي و شكنندگي شود، بافت اجتماعي (جامعه) و قاعده‌مندي مديريت سياسي (دولت) با ضعف عملكردي مواجه خواهد بود و اين يكي از نشانه‌هاي پيكره‌بندي اجتماع آنوميك است كه در آن جامعه و دولت دچار زوال مي‌شود. در اين فرآيند، انواع روابط دولت-جامعه در انتظام‌بخشي و روند تحول جامعه تأثير مي‌گذارند و هرگونه شكنندگي و ضعف در اين رابطه، به وضعيت آنوميكا دامن زده و سرانجام باعث شكل‌گيري انواع مسائل اجتماعي مي‌شوند. بنابراين، انواع روابط دولت-جامعه (جامعه منفعل-دولت فعّال، جامعه منفعل -دولت منفعل، جامعه فعّال- دولت منفعل، و جامعه فعّال -دولت فعّال) در استفاده از ظرفيت‌هاي خود مي‌توانند وضعيت آنوميك را دامن بزنند كه يكي از پيامدهاي ازهم‌گسيختگي روابط بين دولت و جامعه، بروز شكنندگي و بحران‌هاي اجتماعي در جامعه است كه ظهور انواع مسائل اجتماعي يكي از اين موضوعات در جامعه محسوب مي‌شود.

Using analytical method, this article studies the types of state-society relationships on the formation of social issues. The main aim of the paper analyzes the role of state and society, and the capacities of the state in relation to the society and the capacities of society in co-operation and synergy with the state's power in dealing with social issues. The research hypothesis is that if the state-society relation faces instability, disruption and fragility in mutual collaborations, the social fabric and deregulation in political management experiences a functional weakness, and one of the indication of the configuration of an anomic community is that in which the society and state deteriorate. In this process, the types of the state-society relations affect the regularity and the evolution course of the society, and initiates the process of breakdown and anomic condition of society. This, ultimately, results in the formation of a variety of social issues. Thus, the types of state-society relationships (passive society-active state, passive society-passive state-active society-passive state, and active society-active state) in using their capacities, they can promote the anomic situation, which is one of the consequences of disintegration of relations between the state and society, the emergence of fragility and social crises in society.
