Qualitative Comparative Analysis and Public Policy

روش تحليل تطبيقي كيفي نخستين بار توسط رگين معرفي و در حوزه هاي مختلف علوم اجتماعي به كار گرفته شده است. روش يادشده از حيث رويكرد از آن جهت اهميت دارد كه از دو رويكرد كمّي و كيفي، دو ويژگي متغيرمحوري و اُفته محوري را به عاريت گرفته است. در اين مقاله، ابتدا روش يادشده مرور و گونه هاي مختلف آن بررسي شده است؛ سپس با بررسي پژوهش هاي حوزه خط مشي كه با روش يادشده اجرا شده اند، پژوهش هاي حاضر در قالب حوزه هاي خط مشي گذاري يعني حوزه هاي مطالعاتي خط مشي و سياست، فرايند خط مشي، تحليل و ارزشيابي خط مشي، نهادهاي خط مشي گذاري و اجراي خط مشي تقسيم بندي شدند. درواقع، هدف اين مقاله، معرفي روشي در حوزه علت يابي به انديشمندان خط مشي و خط مشي گذاران است تا بتوانند در كنار روش هاي مرسوم آماري براي غني سازي پژوهش خود از آن بهره گيرند. بدين منظور و براي فهم بهتر روش، كاربست هاي آن در حوزه خط مشي نيز ذكر شده است؛ امّا به يقين مي توان با تدقيق بيشتر در اين روش به موارد كاربرد بيشتري از آن پي برد.

The method of Qualitative Comparative Analysis (QCA) was first introduced by Ragin and then applied in the various disciplines of social sciences by many scholars to explain their interested outcomes. This methodology is important because it has adopted characteristics from both quantitative and qualitative approaches; in fact, it is simultaneously variableoriented and case-oriented, so the researcher can do causal research as well as gather some in-depth historical information on each case. In this article, at first, the mentioned method and its different types is reviewed. Then, the public policy researches conducted by Qualitative Comparative Analysis are classified into public policy fields, policy and politics, policy process, policy analysis and evaluation, and policy implementation. In fact, the purpose of this article is to introduce a method for an outcome explanation to policy scholars and policy makers, in order to apply it as well as other common methods. Certainly, scholars could find other applications of Qualitative Comparative Analysis in addition to the reviewed ones.
