بررسي تعداد و نحوه توسعه تخت‌هاي بيمارستاني دولتي ساخته شده در ايران در سال‌هاي 1397-1374: ضرورت بكارگيري مشاركت بخش دولتي-غيردولتي در توسعه تخت‌هاي بيمارستاني

The Number and Trend of Public Hospital Beds Established in Iran During 2018-1995: The Need for Public-private Partnership to Expand Public Hospital Beds in Iran

يكي از راه‌كارهاي پيش روي دولت‌ها براي مواجهه با مشكل محدوديت منابع در بخش سلامت، مشاركت دولتي-خصوصي است. بررسي تعداد تخت‌هاي بيمارستاني دولتي ساخته‌شده در ايران و روند توسعه‌ي آن طي سال‌هاي 1374 تا 1397 نشان مي‌دهد كه تخت‌هاي بيمارستان‌هاي دولتي ساخته‌شده و هم‌چنين، مجموع اعتبارات مرتبط با تخت‌هاي بيمارستان‌ها طي اين سال‌ها روند منظمي نداشته، در مواردي صعودي و در برخي نزولي بوده و در عين حال، اعتبارات تخصيص‌يافته از محل منابع عمومي براي ساخت تخت‌هاي بيمارستاني طي اين سال‌ها تفاوت مقداري مشخصي داشته است. كم‌بود اعتبارات بخش دولتي براي ساخت بيمارستان و تعداد پروژه‌هاي خاتمه نيافته، لزوم بهره‌گيري از ظرفيت بخش خصوصي در ساخت و تجهيز بيمارستان‌ها را بيش از پيش آشكار مي‌سازد. واژه‌هاي كليدي: مشاركت دولتي-خصوصي، تختهاي بيمارستاني دولتي، بخش دولتي-غيردولتي، ايران

One of the solutions that can be adopted by governments to address the problem of limited resources in the health sector is the public-private partnership. The number and trend of public hospital beds established during 1995-2018 show that the number of established beds and the total funding associated with hospital beds expansion did not follow a regular trend over the years. The trend was fluctuating widely throughout the period and the funds devoted from public sources for the construction of public hospital beds varied during the period. The lack of public funding for the construction of the hospitals and the number of unfinished projects highlight the need for utilization of the capacity of the private sector to build and equip hospitals even more obviously in the future
