واكاوي مؤلفه‌ها و ظرفيت‌هاي راهبردي نظام توسعۀ علمي و دانش كشور از ديدگاه مقام معظم رهبري(دامت بركاته)

Analysis of the components and strategic capacities of the scientific development system and the knowledge of the country from the perspective of the Supreme Leader (Damat Barakat)

موفقيت نهادهاي علمي كشور در دستيابي به قله‌هاي پيشرفت، برآمده از ميزان همپوشاني تصاوير ذهني نخبگان آن است. هرچه اين همپوشاني كمتر و نظرات متنوع باشد، اقدام‌ها نيز مختلف، موازي و گاه مخرب هستند. هدف اين پژوهش ارائۀ مدلي راهبردي از نظام علمي برپايۀ منظومۀ فكري مقام معظم رهبري به عنوان عالي‌ترين مقام رسمي كشور است. بنابراين همۀ سخنراني‌هاي مرتبط با موضوع ايشان در جايگاه رهبري، از سال 1368 تا 1398، مورد بررسي قرار گرفت.روش پژوهش ما تركيبي از تحليل محتواي جهت‌دار و تحليل مضمون است. نزديك به 90 سخنراني معظم‌له فيش‌برداري شده و منبع اصلي سخنراني‌ها، سايت رسمي ايشان است.يافته‌ها نشانگر اين است كه مقام معظم رهبري راهكار توسعۀ علم را توليد علم نافع، توسعۀ علوم‌پايه، بومي‌سازي علمي، ثروت‌آفريني و نوآوري مي‌دانند. همچنين در خطاب به مسئولان، توجه ويژه به دانشگاه‌ها، اهتمام به اجرايي شدن مصوبات نقشۀ جامع علمي كشور، اولويت‌دهي به جهش علمي كشور، تقويت ارتباط صنعت با دانشگاه، پيوستگيِ زنجيرۀ علمي از ابتدايي تا آموزش عالي و استفاده از علم به مثابه ديپلماسي براي تحقق اهداف عاليه نظام، مورد تأكيد قرار مي‌دهند.

The success of the country's scientific institutions in achieving the peaks of progress stems from the overlap of the mental images of its elites. The less this overlap and the more diverse the views, the different, parallel and sometimes destructive the actions. The purpose of this study is to present a strategic model of the scientific system based on the intellectual system of the Supreme Leader as the highest official in the country. Therefore, all the lectures related to his subject in the position of leadership, from 1989 to 2017, were examined. Our research method is a combination of directional content analysis and content analysis. Nearly 90 speeches of His Holiness have been recorded and the main source of the speeches is his official website. The findings indicate that the Supreme Leader considers the strategy of science development to be the production of beneficial science, the development of basic sciences, scientific localization, wealth creation and innovation. Also in addressing the officials, special attention to universities, efforts to implement the approvals of the country's comprehensive scientific plan, prioritizing the country's scientific leap, strengthening industry-university relations, linking the scientific chain from elementary to higher education and using science as diplomacy to achieve The high goals of the system are emphasized.
