چكيده فارسي :
امروزه، شهرها با چالش هاي اساسي ساختاري مانند ارتقاي توسعۀ بازارهاي داخلي و افزايش روند مهاجرت روبهرو هستند كه به تحميل آثار منفي مانند آلودگيهاي محيط زيستي، تراكم جمعيت و گسترش نامتوازن شهرها در زمينۀ ارائۀ خدمات منجر شده است. در اين ميان، بازآفريني شهري به عنوان يكي از اركان شهر پايدار يا شهر سبز، اهميت زيادي دارد. در فرايند بازآفريني شهري نيز تأمين منابع مالي يكي از استراتژيهاي مهم و اركان اجراي طرحهاي بهسازي و نوسازي محسوب ميشود. از اينرو، هدف مطالعۀ حاضر آن است كه با مروري بر مطالعات داخلي روشهاي تأمين مالي پروژه هاي نوسازي بافت فرسوده، بتوان به مجموعه اي از تجارب و مؤلفه هاي اثرگذار بر موفقيت آنها دستيافت. بنابراين، در پژوهش حاضر با توجه به وسعت موضوع و تعدد مطالعات در اين حوزه، با استفاده از روش كتابخانه اي، مروري و اسنادي، به بررسي و تحليل روشهاي تأمين مالي بازآفريني بافت فرسودۀ شهري، مؤلفه هاي اثرگذار بر انتخاب آنها و همچنين، مباحث مرتبط با مشاركت مردم در اين حوزه پرداخته شده است. نتايج نشان داد ساختار تأمين مالي استفاده شده براى پروژۀ نوسازي ممكن است در يك شهر و حتي منطقه به دليل قوانين و شرايط خاص آن مؤثر نباشد؛ در حالي كه بهطور مؤثرى در مناطق ديگر قابل استفاده باشد. بنابراين، انتخاب روش تأمين مالي مناسب، به شرايط هر پروژه و ويژگيهاي منطقۀ ميزبان بستگي دارد. همچنين، در بيشتر مطالعات فقط به رتبه بندي روشهاي تأمين مالي و بررسي عوامل مؤثر بر انتخاب ابزارهاي يادشده پرداخته شده است. اين در حالي است كه به ضعف‌ها و قوت‌هاي استراتژي هاي تأمين مالي نوسازي و بهسازي شهري پرداخته نشده است كه بايد بهعنوان پيشنياز رتبه بندي روش هاي تأمين مالي در مطالعات آتي در نظر گرفته شود.
چكيده لاتين :
Today, cities face major structural challenges, such as improving the development of domestic markets and increasing the migration process, which has led to
the imposition of negative effects such as environmental pollution, population
density, and the unbalanced expansion of cities in the provision of services. In
this regard, urban regeneration is important as one of the pillars of a sustainable
or green city. In the process of urban regeneration, financing is one of the most
important strategies for Upgrading and Renovating projects. Therefore, the aim
of this study is to review the internal experiences of the financing methods of
urban worn-out textures renovation projects, to obtain a set of experiences
and components that affect their success. Therefore, in the present study,
considering the breadth of the subject and the number of studies in this field,
library, and review and documentary methods was used to study and analysis of
urban worn out textures renewal Financing Methods, the components affecting
their selection and also issues related to people participation in restoration of
worn-out urban textures. The results showed that the financing structure used
for the renovation project may not be effective in the city or even in the region
due to its specific rules and conditions; while it can be used effectively in other
areas. Therefore, the choice of the appropriate financing method depends on the
conditions of each project and the characteristics of the host region. Moreover,
most studies have been addressed only the factors affecting financing methods
and ranking of financing methods. However, the strengths and weaknesses of
the financing strategies for urban upgrading and renovating which are needs to
be considered as a prerequisite for the ranking of financing methods in future studies have not been addressed.
