Economic dimensions of tourism and sustainable income of municipalities (Case study: Tehran Municipality)

گردشگري، يكي از اركان مهم اقتصادي در بسياري از شهرهاست كه نقش عمده اي در ايجاد درآمدهاي پايدار، اشتغال، حفاظت از زيرساخت ها و افزايش كيفيت خدمات عمومي شهري ايفا ميكند. از اين رو، موجب تحرك اقتصاد شهري و حركت صحيح آن در مسير توسعۀ پايدار ميشود. روش تحقيق مقاله از انواع تحقيقات موردي است كه بر اساس هدف در دسته بندي تحقيقات كاربردي قرار ميگيرد. تحقيقات كاربردي به واقع در صدد به‌كارگيري نتايج تحقيقات بر اساس اهداف مشخص هستند. مقالۀ حاضر در عين حال بر اساس نوع در زمرۀ تحقيقات موردي است كه به بررسي موضوع در سطح شهرداري تهران پرداخته است. مديريت شهري تهران با برنامه ريزي صحيح و كشف فرصت هاي پنهان بخش گردشگري ميتواند درآمدهاي پايدار خود را افزايش دهد و منابع درآمدي نويني براي شهرداري تهران فراهم كند. در يك جمع‌بندي نهايي ميتوان گفت كه درآمدهاي حاصل از گردشگري به دلايل زير در زمرۀ درآمدهاي پايدار قرار ميگيرند. درآمدهاي حاصل از گردشگري منجر به افزايش درآمدهاي مالياتي ميشود. از سوي ديگر، دومين منبع درآمدي پايدار شهرداري تهران درآمد حاصل از دريافت بهاي خدمات ارائه‌شده (خدمات حملونقل، حق پارك، وروديه به مراكز تفريحي و سرگرمي و...) است. آشكار است كه با افزايش تعداد گردشگران، علاوه بر شهروندان شهر تهران، دريافت هزينه بابت استفاده از اين خدمات چند برابر خواهد شد. اقتصاد گردشگري يك فعاليت پويا و چندوجهي است كه نه تنها مولد درآمد است، بلكه به علت ضريب تكاثري درآمدي و اشتغال گردشگري منجر به توسعۀ ساير بخش ها در اشتغال و درآمد نيز خواهد شد.

Tourism is one of the most important economic pillars in many cities, which plays a major role in creating sustainable incomes, employment, protection of infrastructure and increasing the quality of urban public services. Therefore, it causes the mobilization of the urban economy and its correct movement in the direction of sustainable development. Research Method The article is a type of case study that is categorized as applied research based on the purpose. Applied research actually seeks to apply research results based on specific objectives. At the same time, this article, based on the type, is among the case studies that have examined the issue at the level of Tehran Municipality. Tehran city management with proper planning and discovering hidden opportunities in the tourism sector can increase its sustainable revenues and provide new sources of revenue for the municipality of Tehran. In a final conclusion, it can be said that tourism revenues are among the stable revenues for the following reasons. Revenues from tourism lead to an increase in tax revenues. On the other hand, the second source of sustainable income of Tehran Municipality is the income from receiving the price of services provided (transportation services, parking fee, entrance to entertainment centers, etc.). It is obvious that with the increase in the number of tourists, in addition to the citizens of Tehran, the cost of using these services will increase many times over. Tourism economics is a dynamic and multifaceted activity that not only generates income but also leads to the development of other sectors in employment and income due to the multiplication factor of income and employment of tourism.
