Prioritization and economic feasibility of selected business that allowed to be established in Tehran’s orchards

طي سال‌هاي اخير در كشورهاي در‌ حال‌توسعه، اتخاذ سياست‌هاي مربوط به حمايت از باغات، به منظور حمايت از محيط‌زيست، از اولويت برنامه‌ريزي مديران شهري قلمداد مي‌شود. رشد سريع شهرنشيني و به دنبال آن افزايش مشكلات زيست‌محيطي اهميت مفاهيمي چون كيفيت زندگي را بيشتر نمايان نموده است. در اين ميان، فضاهاي سبز شهري به ويژه باغات داراي ويژگي‌هايي است كه آنها را به فضاهاي مناسبي براي ارتقاي كيفيت زندگي انسان تبديل مي‌كند. به‌همين‌منظور و در راستاي صيانت از باغات شهر تهران، بر اساس مصوبه ابلاغي شوراي اسلامي شهر تهران به شماره 7165/2309/160 مورخ 03/04/1396 در خصوص "ساماندهي، صيانت و حفاظت از باغات و اراضي مشجر شهر تهران" ضوابطي در قالب يك لايحه پيشنهادي با عنوان "بازنگري و اصلاح دستورالعمل ماده 14 قانون زمين شهري" جهت تصويب به شوراي عالي شهرسازي و معماري پيشنهاد شده است. بر اين اساس تحقيق حاضر با استفاده از روش PESTEL ابتدا محيط كلان كاربري‌ها را ارزيابي و سپس با روش تحليل هزينه-فايده به بررسي توجيه مالي كاربري‌هاي مجاز به استقرار در باغات منطقه‌يك شهر تهران و مقايسه آنها با طرح احداث ساختمان پرداخته است. نتايج نشان مي‌دهد كه كسب‌و‌ كارهاي منتخب بر اساس محيط كلان كسب‌و‌كار شامل باغ‌تالار، سراي‌سالمندان، مجتمع نمايش‌و‌فرهنگ و مركز ورزش‌و‌تندرستي هستند. بر اساس نتايج به دست آمده، اگرچه طرح احداث بنا داراي توجيه مالي مناسبي است ولي طرح‌هاي سراي‌سالمندان، باغ‌تالار و مركز ورزش‌و‌تندرستي و مجتمع نمايش‌و‌فرهنگ در شرايطي قرار دارند كه با استفاده از مشوق‌هايي از توجيه‌پذيري مالي بهتري نيز برخوردار خواهند شد و قابليت رقابت با كاربري‌هاي احداث ساختمان را پيدا خواهندكرد.

In recent years, in developing countries, adopting policies to protect orchards and protect the environment is considered a priority for urban managers. The rapid growth of urbanization and the consequent increase in environmental problems have further highlighted the importance of concepts such as quality of life. Meanwhile, urban green spaces, especially gardens, have features that make them suitable for improving the quality of human life. For this purpose and in order to protect the orchards of Tehran, according to the notification of the Islamic Council of Tehran No. 7165/2309/160 dated 04/03/2017 regarding the “Organization, protection and protection of gardens and lands of the city of Tehran” in the form of rules A proposed bill entitled “Revision and Revision of the Guidelines of Article 14 of the Urban Land Law” has been proposed to the Supreme Council of Urban Planning and Architecture for approval. Based on this, the present study, using the PESTEL method, first evaluates the macro environment of the applications and then uses the costbenefit analysis method to examine the financial justification of the authorized users to be established in the orchards of Tehran and compare them with the construction plan. The result shows that the selected businesses based on the macro-business environment include the Garden Restaurant, the Retirement Home, the Cultural and Exhibition Complex, and the Sports and Health Center. According to the results, although the construction of the Building has a good financial justification, but the plan of the Retirement Home, Garden Restaurant and Sports and Health Center and Cultural and Exhibition Complex are in a beneficial situation with some motivations.
